Qualified general building contractors are invited to bid on a general contract, including
all demolition, architectural, mechanical, and electrical for the retrofit of the Kalispell
Public Safety Building described as follows:
PROJECT DESCRIPTION
The project includes (2) phases to be constructed concurrently. Phase 1 is an energy
efficiency upgrade that includes the addition of (2) heat recovery ventilators that will
replace various exhaust fans throughout the building. Associated work will include
equipment mounting, duct modification and installation. Additionally, the building
pneumatic thermostats will be replaced with digital, programmable type that will
interface with the existing back -end pneumatic controls. Phase 1 is funded by the
American Recovery and Reinvestment Act through the Department of Energy's Energy
Efficiency Block Grant program. This phase will include financial and other special
reporting requirements.
Phase 2 includes interior architectural security modifications, I.T. infrastructure and
security upgrades. Various walls, partitions, and doors will be removed and/or relocated
to accommodate new office space. I.T. and security work will include new equipment
and cabling throughout the building.
An informational pre -bid site meeting will be held at the Public Safety Building on
March 30, 2011 at 1:00 PM. Attendance at this meeting is optional for general
contractors interested in submitting a bid. General information will be provided and
bidding procedures will be reviewed. A project walk-through will follow.
The Owner will receive sealed proposals from the bidders until 3:00 PM Mountain
Daylight Time on Friday, April 8, 2011. Two proposals (1 original and 1 copy) must be
submitted, addressed to the City Clerk, City Hall, 201 First Avenue East, P.O. Box 1997,
Kalispell, Montana, 59903-1997 and clearly identified as "Grant Funded Public Safety
Building Upgrade." Proposals received after that time will be returned unopened.

The proposed Contract Documents may be examined at the office of the Architect and at
the Northwest Montana plans exchange.
General contract bidders may obtain copies of the proposed Contract Documents from the
Architect on the following basis:
1. One set including the Project Manual with technical Specifications, and
Drawings, upon payment of a $100.00 deposit, completely refundable if both are
returned to the Architect in good condition within 5 days after the bid opening.
Failure to return them will result in forfeiture of the deposit.
2. No more than two sets of the proposed Contract Documents will be issued to any
general contract bidder or subcontractor.
3. No partial sets will be issued.
A bid bond in the amount of 10% of the base bid will be required to accompany bids.
The Owner reserves the right to reject any or all bids and to waive irregularity in the
bidding.
