Subject: Revisions to Phases 1, 2, and 3 of Willow Creek
At a recent site review committee meeting the committee reviewed a request by Mr.
Turner to potentially remove all of the 152 condominium units located in phases 1, 2,
and 3 and replace these units with 67 single family residential lots. The revised site
plan submitted to the committee indicates very little road reconfiguration is necessary
and that all the lots would have access to an alley. In addition to the reduction in
overall dwelling units Mr. Turner indicated at the meeting that the open space
between the single family residential lots and the eastern Willow Creek project site
boundary would increase by approximately one acre. This area would still include a
bike/pedestrian path and noise mitigation from the future highway bypass except a
greater green space area would be located between residential lots and the
bike/pedestrian path and highway bypass.
The city's site review committee determined that the proposed changes were minor
considering the revised plan calls for the number of dwelling units to decrease and an
increase in the open space. The purpose of this memo is to inform the council of the
*ttee's decision and seek any additional input from the council. The attached

maps show the area of the approved Willow Creek plan that Mr. Turner may change.
