Public Hearing on City's Intent to Pass Ordinance to Modify
the West Side Urban Renewal Plan to Incorporate Core Plan
Area and Approve Projects

BACKGROUND: On the 5th day of February, 2018, the Kalispell City Council passed
Resolution No. 5853 calling for a public hearing to receive comment and evidence on the
City's intent to pass an ordinance to modify the West Side Urban Renewal Plan to
incorporate the Core Plan area and to approve projects therein. The City Council previously
approved extending the West Side Urban Renewal District to include the Core Area and
approved the Core Area plan by resolution. The City's bond counsel is advising that it
would be a benefit for the sale of bonds to now pass an ordinance making the modifications
to the plan and approve the projects that have been previously vetted by the public. This is
yet another opportunity for the public to examine the plan and projects that have been
considered and accepted by the City and to publicly provide input to the City Council
regarding the use of tax increment financing for these projects.
