Resolution No. 5292 :establishing a skateboard Park Advisory Committee NIEE `ING DATE: Monday, August 4, 2008 -- Regular Meeting BACKGROUND: The City Council has had a series of workshops and public bearings regarding the use and abuse of the skateboard facility at woodland. Park. The City staff sought the direction of the Council regarding how to best correct the problems of vandalism, intimidation of other park users and excessive littering in the area around the skateboard facility. Council determined that a skateboard parr advisory committee consisting of individuals interested and invested in the use of the skate park would be best able to advise Council on possible solutions and direction for the parr. Patrick, City Manager RESOLUTION NO.5292 A. RESOLUTION TO ESTABLISH A. KALISPELL SKATEBOARD PAIN ADVISORY COMMITTEE WHEREAS, the citizens and taxpayers of the City of Kalispell. determined that it is in the best interests of the City to invest in and maintain a skateboard facility in woodland Park; and WHEREAS, since the time the skateboard facility was constructed, it has been regularly used and enjoyed by the public; and WHEREAS, the skateboard facility and the surrounding area have also regularly attracted individuals exercising unacceptable behavior such as vandalism., intimidation of other park users, and excessive littering; and WHEREAS, the Kalispell. City Police and Kalispell Parks and Recreation Department have sought the direction from the City Council on how to best correct the problems facing the skateboard park; and WHEREAS, the Kalispell City Council finds that it would benefit from receiving advice and direction from a skateboard park committee comprised of individuals interested in and invested in the use of the skate park. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION 1. A Kalispell Skateboard Park Advisory Committee is hereby established for the purposes of providing the Kalispell City Council with advice and direction regarding the policies and ordinances needed for the best management and operation of the Kalispell. Skateboard Park. SECTION II. The Kalispell Skateboard Park Advisory Committee shall be comprised of up to 15 persons, appointed to staggered terms of three (3) years, the majority of whore shall be Kalispell City residents. The Committee shall meet and advise the City Council on an as needed basis. Interested individuals under 1.8 years of age shall have priority for appointment to two of the positions on the Committee. A Kalispell Police Officer and a designee from the Kalispell Parks and Recreation Department shall. each hold a position on the Committee. Notice of the formation of the committee shall be published and statements of interest shall be invited to be submitted to the City Clerk. The Mayor, with Council's consent, shall appoint the committee at the September 2, 2008 regular council meeting.
