SUBJECT: Recommendation for Consultant — Regional Stormwater Management Project
MEETING DATE: February 5, 2018
BACKGROUND: Growth in Kalispell has prompted the need to provide regional stormwater facilities
and large conveyance pipes. Specific areas of concern and considerations for new stormwater facilities to
mitigate flooding and promote conveyance were identified in the Stormwater Facility Plan and are located
in the Northeast and Northwest regions of Kalispell.
The City advertised a request for Statements of Qualifications for Professional Service in December 2017
and January 2018. The City received five (5) Statements of Qualifications from the following local and
regional engineering firms: WGM, AE2S, KLJ, RPA and Morrison-Maierle Engineering (MMI).
REQUIRED SERVICES: The services to be provided for this project include:
1. Detailed engineering report containing analytical, technical and economic assessments related to
the optimum location, type, size, facilities, and estimated cost of the stormwater conveyance and
facilities.
2. Identify land ownership and perform necessary land acquisitions for optimum location of the
stormwater facilities.
3. Coordination and implementation of all permitting and public/private agency requirements.
4. Stormwater modeling of existing system and proposed system to service the growth potential
within the annexation boundary.
5. Prepare engineering designs, drawings, specifications, and construction documents as required for
the construction as deemed necessary by the City.
6. Administer bids for construction, as required, including such items as preparations of bid
documents, pre -bid meetings, review of bids, and recommendation for award.
7. Provide construction management as deemed necessary by the City.
RECOMMENDATION: A selection committee of five, composed of City Staff from Public Works and
Planning reviewed and scored the submittals. AE2S was selected and is recommended based on their
technical references, modeling experience, relevant project experience, contract approach /management,
and performance criteria.
ACTION REQUESTED: Motion to select AE2S as the Professional Consultant for the Regional
Stormwater Management Project.
FISCAL EFFECTS: This professional service will be funded with impact fee funds. The stormwater
projects were identified in the latest Stormwater Impact Fee Update and incorporated into the fee
calculation. Funds to support the design phase of this project are allocated in the FY 17-18 budget from
Stormwater fund line item 960- Stormwater Facility Upsizing.
