Pam,
I'm interested in a board position for the ❑BID. I hope my enthusiasm for tackling projects will off set my inexperience as a retail
business owner.
Thanks for considering me.

Dear Tom:
This letter will serve to appoint you to act as my representative to the Downtown Kalispell Business
Improvement District. As the owner of the building in which you do business, I agree that our interests
are roughly parallel.. We have discussed our joint goals, and I am satisfied that we share the following
interests:
In general, we want to see downtown Kalispell return to its prior status as the cultural center of the
Flathead Valley. We want to see the quality of life in downtown Kalispell improve.
Specifically, we share the vision of the old Tidyman's site as a cultural center, with the library, possibly a
performing arts center and a site for classes for FVCC, and possibly some commercial development of
movies and evening entertainment at the site. We both recognize that whatever is done with the site, its
petrochemical problems will have to be cleaned up, and that the site will probably not be viable for any
commercial purpose until the city, state and federal government contribute to its cleanup, anyway. Why
not bite the bullet now, and clean it up with local funds, supplemented with state and federal money, and
use it as a cultural center?
I know we also share the same environmental values, deploring the loss of the quiet downtown caused by
ever-increasing through traffic, and promoting the "dark skies" initiatives that will bring the stars back to
F lathead's shies.
Please feel free to contact me regarding any of these issues, and make sure anyone using this letter as my
assurance that you represent me feels free to call me, too.
Sincerely yours,
Matthew V. Rigg
