Performance Bond Reminders: Regarding Spring Creek Estates, the park was moved from the
west end to the east end to accommodate the storm drainage. They have made a request for bond
reduction. The bond is only for $40,000. The bond was originally posted as cash in lieu to replace
park land, and was to be used for parks improvements. This is not a PUD.
OLD BUSINESS:
Hilton Homewood Suites — Hutton Ranch; new hotel — Public Works needs a set of the civil
plans to review. Waiting for these to come in.
DNRC/DEQ — Spring Prairie; new office building — Final Plat is holding them up. They have
given Public Works partial engineering plans with an Engineering Report. The building
permit will be held up until the Final Plat goes through.
Spring Creek Apartments — 10 Appleway Dr; new apartments — Need to get a flood plain
permit from PJ. Access and sprinklering issues. They indicated they gave everything to PJ,
but he said he did not get anything else in. We will need to have an Engineering Report.
They need to get their Flood Plain permit, and there could be some fire issues.
NEW BUSINESS:
Bloomstone PUD Amendment — temporary signs (subdivision / real estate signs) — They
would like to put up two 64 sq. ft. (8' x 8') signs on the south end and on the north end,
advertising Bloomstone. These would be temporary signs, but they are against our zoning
ordinance. The signs would be put on 4' x 4' posts. No concerns and this is passed through
Site Review.
PLANNING OFFICE ITEMS:
Kidcare — located on Hwy 93 and Conway. CUP for an expansion. Nicole sent a letter
asking for more information and clarification, including Fire Code compliance. They will be
installing four doors outside of each nap room at grade level. Existing garbage enclosure
issues, looking at another location to be approved by the Public Works department. These
will be conditions of the CUP. The storage container at their 66 Clairmont building will be
removed. There are some grade issues that would hinder their putting in the bike paths.
However, the committee supports the bike paths being required. They will be putting an
RFP out in July for the Master Plan to be started in August, with the end of the year for the
final product. They would need to put the bike path in along Highway 93, and sidewalks up
Conway. These can be installed now, or bond for it. The doors are in around the fenced
area. Tom is concerned about peak crunch times for drop offs and pick-ups. They need to
give us a Site Plan that shows how traffic circulation and exiting will work, especially during
peak hours, with a parking lot design showing functions. We need more information to go
forward.
OTHER REPORTS:
Church of God — across from Qdoba. Would like to split off a corner lot so that a bank can
go in there. Zoned R-3 pre-PUD. Everyone is to look at this for next week.
