Patrick, City Manager RE: Staffing for Adequate Fire and Emergency Response (SAFER) Grant MEETING DATE: June 30, 2008 Kalispell Fire Department received confirmation that we were successful in our request for a SAFER Grant through the Department of Homeland Security for adding eight firefighters, beginning October L 2008. The city council expressed concern due to budget constraints that the city will not be able to continue the annual commitments as required by the grant. According to the grant administrator the grant is an all or nothing requirement. we are not allowed to hire only a portion of the personnel or accept only a portion of the granted dollar amount. It is important, therefore, to cancel the grant in a timely fashion allowing the program to redistribute funds to other applicants. Failing to accept the grant will not affect future grants. The Kalispell Fire Department now seeps to make a new application for a Safer grant for 3 firefighters. The following is a budget matrix sets forth the city cash flow requirement for this grant request. ......... ... .ndd e ear 3 a t - a tI gar ......... . rI ` P so. 2 33 1,5 i 1371,533 1419659 1453,909 15O9286 7089914 e e1'`` 53 411 1 55,0 3 56,66 585364 60,114 283,566 Fide'gal: h.a 1171,045 104,025 65010 0 391,060 060 0 325140 .................. . 69,893 . 88,521 133,313 165,213 210,400 6679340 1869938 1929546 1989323 204,273 2109400 9929480 The Kalispell Fire Department is currently faced with a staffing shortage. Community growth has caused the need for additional firefighters as the city grows faster than it is able to fund positions. In fact, the gap in the ratio of firefighters to residents is actually higher today than it was two years ago. It ' y recommend Council a y for a SAF t ters. Dan iehl, Act' ire Chief htWes H.
