WWTP Primary Digester Repair Project Invitation for BidINVITATION FOR BID Sealed bids, identified on the envelope for construction of: City of Kalispell Advanced Wastewater Treatment Plant Primary Digester Repair Project as described in the Project Manual will be received by the Kalispell City Clerk, P.O. Box 1997, Kalispell, Montana 59903-1997 until 3:00 p.m. local time on Thursday, February 7, 2013. Allbids will be publicly opened and read aloud at 3:00 p.m. local time on Thursday, February 7, 2013 in the First Floor Conference Room of City Hall, 201 First Avenue East, Kalispell, Montana. This project consists of, but is not necessarily limited to, the following major items: 1. Demolition work in the existing primary digester including concrete cover removal; 2. Installation of a new digester cover and top entry mixer; 3. Installation of new foam separator; 4. Replacement of digester gas piping and gas equipment; 5. Installation of new magnetic flow meter; 6. Relocation of existing sludge temperature element and transmitter; 7. Other miscellaneous electrical, controls, building, piping, and valve improvements. This work includes the furnishing and installation of equipment, materials and related appurtenances in the following general trades of work: piping, concrete, equipment installation, electrical, instrumentation and other related trades to complete the work. The work will be done under a single contract. It is the CONTRACTOR'S responsibility to be familiar with the Treatment Plant site and any constraints material to the bid. A tour of the project site will be conducted after the meeting. Actual prior experience performing the type of work in this project is an important factor for performance of this project. The BIDDER is required to submit, with the bid proposal, proof of experience performing work of a similar nature. Lack of experience in successfully completing projects of a similar size, with similar complexity, at wastewater treatment facilities may be construed as constituting a non -qualified BIDDER as determined by the City. CONTRACTOR(S) and any of the CONTRACTOR'S Subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-800-556-6694. CONTRACTORS are required to have registered with the DLI prior to bidding on this project. All laborers and mechanics employed by CONTRACTOR(S) or Subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of the United States and the State of Montana in accordance with the minimum wage rates meeting the Davis -Bacon Act found in the Project Manual. BIDDER'S attention is directed to Specification Section 00900 — FUNDING AGENCY SPECIAL PROVISIONS FOR MONTANA PUBLIC FACILITY PROJECTS of the Contract Documents. Successful BIDDERS shall be required to comply with all applicable articles therein. MBE/WBE Compliance. The BIDDER is especially directed to Section 1.05.2 of Specification Section 00900 regarding BIDDER responsibilities in taking affirmative steps to be in compliance with Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) regulations. Note that proposed 2 of 3 Pages January 22, 2018 MBE/WBE firms should be on the current Montana Department of Environmental Quality's (MDEQ) certified MBE/WBE list. However, MDEQ may allow valid certification from other states or self - certification of the firms provided sufficient documentation is submitted and a certification statement is signed by the proposed MBE/WBE firm. If self -certification is used, it must be shown by the MBE/WBE firm that the requirements set forth in Specification Section 00900 are met. Inadequate MBE/WBE solicitation efforts by the BIDDER will be grounds for the MDEQ State Revolving Fund loan program to withhold funds for the project or refuse to give authorization to award the construction contract, and the bid may be rejected as non -responsive. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Each Bid or Proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the City of Kalispell in the amount not less than ten percent (10%) of the total amount of the Bid. Successful BIDDERS) shall furnish an approved Performance Bond and a labor and materials Payment Bond, each in the amount of One Hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDERS) and a Certificate(s) of that insurance shall be provided. BIDDERS on this work will be required to comply with the President's Executive Order No.'s 11246 as amended, 11458, 11518, and 11625. The requirements for BIDDERS and CONTRACTORS under these orders are explained in the Specifications. No bid may be withdrawn after the scheduled time for the public opening of the bids specified above. The City of Kalispell reserves the right to waive informalities, to reject any and all bids, to postpone the award of the contract for a period not to exceed sixty (60) days, or to make such an award as in the judgment of its officials that best meets the City's requirements. Any objections to published specifications must be filed in written form with the City Clerk prior to the bid opening. The successful BIDDER shall be required to abide by Federal and State laws.
