WWTP Roof liner replacement Invitation to BidINVITATION TO BID
The City of Kalispell, Montana will receive sealed bids for the Roof Liner Replacement - Main
Office Building - Kalispell Wastewater Treatment Plant to meet or exceed the minimum
specifications on file in the Public Works Department or on the City's website at
www.kalispell.com. Bids will be received by the City of Kalispell at the office of City Clerk
until 2:30 p.m. local time on April 18, 2013, and then be publicly opened and read aloud.
Bids should be addressed to the City Clerk, P.O. Box 1997, Kalispell, Montana, 59903-1997, and
entitled: "Bid for Roof Liner Replacement - Main Office Building - Kalispell Wastewater
Treatment Plant."
The project generally consists of, but is not necessarily limited to, the following major items:
1. Removal and disposal of existing roof liner on the Main Office Building.
2. Installation of a new roof liner on the Main Office Building.
3. Other miscellaneous items (including ventilation, exhaust, and piping
penetrations) required to complete the work.
4. Restoration of the building and landscaping.
The Project Manual may be examined, or obtained, at the office of the City of Kalispell Public
Works Department, 201 lst Avenue East, Kalispell, Montana 59901.
There will be a Pre -Bid Conference in the conference room at the City of Kalispell
Wastewater Treatment Plant, 2001 Airport Road at 9:00 a.m. on April 5, 2013. Interested
CONTRACTORS are encouraged to attend.
CONTRACTOR(s) and any of the CONTRACTOR's subcontractors bidding on this project will
be required to obtain registration with the Montana Department of Labor and Industry (DLI).
Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011,
1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by
calling 1-406-444-7734. CONTRACTOR's are required to have registered with the DLI prior to
bidding on this project.
All laborers and mechanics employed by CONTRACTOR(s) or subcontractors in performance
of the construction work shall be paid wages at rates as may be required by the laws of the state
of Montana in accordance with the schedule of Montana Prevailing Wage Rates established by
the Montana Department of Labor and Industry included in the Project Manual.
The CONTRACTOR must ensure employees and applicants for employment are not
discriminated against because of their race, color, religion, sex or national origin.
Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond
payable to the City of Kalispell, in an amount not less than ten percent (10%) of the total amount
of the bid.
Successful BIDDERS shall furnish an approved Construction Performance Bond and a
Construction (Labor and Materials) Payment Bond, each in the amount of one hundred percent
(100%) of the contract amount. Insurance as required shall be provided by the successful
BIDDER(s) and a certificate(s) of that insurance shall be provided.
All bids must expressly covenant that if the bidder shall be awarded the contract, the bidder shall
within fifteen (15) calendar days of the acceptance of said bid by the City Council, enter into a
contract and give good and sufficient bond to secure the performance of the terms and conditions
of the contract. In the event the successful bidder does not enter into a formal contract within
fifteen (15) calendar days or give sufficient bond to secure performance, the bidder shall pay
unto the City the difference between the amount of the bid of said bidder and the amount for
which the City legally contracts with another party to perform said work if the latter amount is
more than the former.
No bid may be withdrawn after the scheduled time for the public opening of the Bid specified
above.
The City will accept the lowest responsible bid deemed in the best interest of the City, but the
Council reserves the right to reject any and all bids or to waive any technicality or informality; or
to postpone the award of the contract for a period of not to exceed sixty (60) days. The City in
consideration of all bids shall observe Section 18-1-102, et seq., M.C.A. The successful bidder
will be required to abide by Federal and State laws.
