Meeting was called to order at 4:00 p.m. by Chairman Rold.
A quorum was present and ready to discuss the single agenda item: the South Kalispell Urban Renewal Plan.
The Board shared their concerns about the current draft of report and thanked Mr. Freeman for the chance to
get together with CTA to share the changes the board would like to see.

• Why was depreciation included on page 25?
Freeman: CTA has a meeting with Mitch from Mead and Hunt, Mr. Freeman shared a memo from Mead &
Hunt to with the Board. Depreciation will be removed per URA request. Traditionally, Mead and Hunt works
with airport operations and that's why depreciation was show but in this case that information may cause
confusion, the final version of the report will show it removed.
Girardot asked whether removing depreciation would show roughly $2 million through 2020 and asked if that
figure would change.
Freeman: Mead and Hunt says figures will not change, see figures 15 and 16 and that after the Council work
session this evening CTA and Mead & Hunt will work on requested revisions.
Rold: There is concern regarding Option 3, FAA funding and returning to the FAA for funding again, as the City
Manager spoke with the FAA and that based on that discussion not only is this option politically untenable but
not going to yield the results indicated in the report.
Freeman: Freeman explained that in April 2015 response from the FAA may have been different but at this
juncture the FAA indicated that they were not at liberty to discuss funding for Kalispell with anyone except the
City.
Jentz clarified that B1 requires some movement of landing strip and B2 requires more significant movement of
landing strip.
Rold explained that the guests at the last URA Board meeting expressed airport concerns and seemed to feel
that business were waiting for final decision before coming on board at the airport and that the URA asked
that a list of interested parties be shared with the Board as the options to develop are ending.
Freeman shared that no person, group or organization has come to CTA with hard and fast numbers asking to
keep the airport for reason that that person/group/organization would like to develop the airport.
CTA: Board requested more information on closure option. Actual demo if airport closed can be provided and
added to report, environmental cleanup analysis and cost projection of Phase I environmental assessment can
be provided and added to report. Don't know what from environmental standpoint is out there, way beyond
scope of report.
McMahon state that with a lot of "what ifs" he'd like to see additional hard numbers for the viable options in
the plan - what it is going to cost to keep airport open, what it is going to cost to close the airport.
Freeman explained that the report does illustrate those options over the next five years and that there is no
standout option / silver bullet solution to these issues.
Jentz reminded the Board that the Airport TIF sunsets 2020 leaving basically 4.5 years left.
Rold said that Option 5 might attract developers and that he would like to see more of a vision of south
Kalispell as a whole as it is so easy to be bogged down with the airport aspect of the report, using the 10
options to create a vision for South Kalispell. What about aligning 181" street as a possible option and should
be added to the report.
Girardot inquired as to whether there had been a study done to see how many jobs are at or connected to the
airport, fulltime and part time. Any study on out of area pilots' use this airport in a year? Could Red Eagle
move to Glacier? Important to know how many jobs are at airport, in making a decision and whether those
businesses could relocate to Glacier International Airport (GIA).
CTA and Jentz were unsure of a firm numbers on both questions. Landing numbers very divergent varies year
to year.
The URA Board thanked Freeman for coming to the meeting.
