OLD BUSINESS:
Great Northern Dental — 85 Village Loop; new office. Public Works is still waiting on the
resubmittal. Sorensen spoke with Mark Johnson recently. They will begin working again on the
amended plat. This will be on the agenda for next week.
Spring Prairie 4 (Shops 2) — 2244 Hwy 93 N; new tenant space. Public Works is still waiting for a
resubmittal. They are still discussing whether or not there is a sidewalk required. Per our records, it
is required. This will be on the agenda for next week.
REI — This will be going in between Hobby Lobby and Home Goods. Haskins stated that Public
Works is waiting for more information. They are planning a sidewalk grate out the front of the
building for their downspouts from their roof. This will be on the agenda next week.
Town Pump (south) — They did some PUD work this spring. Haskins stated that Public Works is
waiting for additional information. Sorensen spoke with Joe Murphy. There will be some expansion
of the paved area to make parking. They plan to address their property line issue soon, since they are
building over the top of one. This will be on the agenda for next week.
Glacier Bank Operations Center — 2240 Hwy 93 S; remodel/change of use. This is located behind
the MacKenzie River Pizza south of town. The new use is for a call center. They will be doing some
interior work, and changing some of the parking dimensions. P. Jentz noted they will also be adding
some curbing and sidewalk. This will be on the agenda for next week.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: January Agenda
Begg Property/Spokane Development Team — This project is for 324 multi -family apartments off
of Two Mile Drive. This will be built in 3 phases with 108 units in each phase. They went before the
Planning Board for a CUP, annexation and RA-2 zoning. This was continued to the January meeting
so the board could be provided with more traffic data. Their traffic study did come in. It did lower
the level of service from B to a C. T. Jentz noted their flood plain fill. We knew they were going to
fill some out there, but they're going to crown the north/south line so it will flow east and flow west,
but over on Two Mile it is close to a 7 foot fill. The clubhouse is going to be at the crown of that.
Haskins noted that it will make our water pressure even worse for serving those, but if they are going
to extend the upper zone through there, there should take care of that. We have some height issues
as well, because they are looking at putting tall buildings in and that makes them taller. Nygren noted
they are also supposed to be giving him more stormwater information to answer some more of those
questions, and get us some renderings from the east looking west. Regarding the traffic study they
put together, if you have any comments please submit them to Nygren. T. Jentz stated the fill is not
for the flood plain, and that may be someone's quick drainage plan that really has no basis in reality
because they said they were only going to be filling it one or two above the flood plain, which would
be a two -foot fill. Then they said they were going to go one foot above at the public hearing, which
would have been three -feet. Everything above that is strictly for stormwater design and whatever else
they were trying to do with site design as opposed to flood plain. That's not necessarily a problem
with the fill. It's just that it creates this height issue, so if they want the full 39-foot 11-inch buildings,
then that creates a problem. And with that much fill, the Building Dept is going to want to see
compaction and how they are dealing with that. T. Jentz stated that 3-foot of fill is kind of nice
because it's kind of like a foundation level. Parker stated that it's going to require a special
inspection probably, and we're going to have a consultant company on site at all times while they're
doing that. Nygren would like to provide some feedback to the Planning Board by next Wednesday,
and get that information out to the neighboring community as well.
OTHER REPORTS:
Vision Clinic - 520 North Meridian. This is north of Three Rivers Bank and south of Prestige.
Haskins stated that Public Works received the engineering for this project. They have some
challenges for parking. Sorensen asked since Tinseth Insurance has no access onto the road, will
MDT accept a residential driveway going to an office? T. Jentz stated that since Tinseth was where
they were at the intersection, lost their access because they were coming out at an intersection.
Sorensen thought that at the time they said that everything out there was pretty well fixed, and that
you couldn't add anything that wasn't there. There are a lot of little things with the parking design
that didn't work well, and when we get a final submittal in we can go into more depth. They have a
little one-way driving loop because they don't have enough depth. They only have 18-ft. spaces, and
then there's a little dead-end that comes in. MDT went through and compensated all those property
owners up and down, and they bought out accesses. Tinseth received almost the full market value of
their property, got to retain everything with no moving expenses, but had no access to the road. They

come in from the adjoining property (Crescent) to their parking lot. They also have three huge utility
boxes in front of their front window. Sorensen stated that the MDT access request could potentially
be a large issue.
Wells Fargo Bank — parking lot. There are 12 parking spaces on the east side of Valley Bank.
Rademacher stated they were wondering about us leasing that space from them. Nygren noted that
all the spots in the alley are on Wells Fargo property. They didn't know they owned them. There is
one man who parks 5 or 6 junk vehicles in there, and a few others. We would just add this to our
permit parking for downtown. Rademacher added that the issue is who maintains it. They would like
us to lease it from them (for a cost), maintain the lots and permits, enforcing, and keeping all the
ticket revenue. If we enforce it, we should keep the ticket revenue because we are enforcing it. They
want some money for it because it's their land. Harball thought we should give them two spots to sell
or do what they want to do with, and then we take over the rest of it. We don't know if they will
accept this or not. Nygren mentioned that he doesn't think she fully grasps that Wells Fargo doesn't
park in there now. T. Jentz stated they have 32 spaces there right now outside of the alley, and they
have 5 to 6 employees. Nygren stated the employees are not allowed to park there because they can't
see the front door (for safety reasons). A number of reasons were discussed for moving forward with
managing this lot. We would collect the fees, we would plow the snow, and if they want it back, they
can have it back. We would maintain their six spaces in front of their front door on the street, but we
could turn those spaces into permit parking.
Parking for 2018 — Nygren asked Haskins if Public Works would be able to design this angled
parking at l" 3rd and 5 h. Haskins will talk with Susie as to how to move forward, but he believes
this could be done in-house.
