Commission was called to order at 6:00 p.m. Board members present
were: Chad Graharn, Gee rwge Giavasis, Doug Kauffman, Rory Young,
Steve Lorch and Christopher Yerkes. Ronalce Skees was absent, Tom
Jentz, Jared Nygren and PJ Sorensen represented the Kalispell Planning
Department.

STAFF REPORT
Jarod Nygren, representing the Kalispell Planning Department reviewed
Staff Report #KA-1r7-05,,
Nygren noted a correction to the staff report that the 2 parcels, total 9.6
acres trot 9.8 acres. Nygren sunurrarized the application request including
kwation, and surrounding land Uses.
Staff recommends that tire Kalispell City Planning Board adopt Staff
Report #KA-17-05 as findings of fact arid recornmend to the Kalispell
City Council that the property be annexe(I and the zoning for Tract 2E be
R-4 (Residential) and Tract 2A be R.A-1 (Residential Apartment),

MOTION
Kauffman rrioved and Lorch seconded a motion that the Kalispell' City
Planning Board and Zoning Commission adopt staffreport WA-17-05
as findings of fact and recommend to the Kalispell City Council that the
property be annexed and the zoning forTract 2E be R-4 (Residential) arid
Tract 2A be RA-1 (Residential Apartment).

A request from the Kalispell City Planning Department to rezone a
portion of the Core Area frorn, B-2 (General Business) and 1-1. (1. ight
Industrial) to B-3 (Core Area BUSineSS), The B-3 Zoning District was
created specifically for properties within the Core Area Plan Boundary
and the subJect properties are located within the heart of that area.

Nygren went over the history and f)oundary of the proposed' zone
change, This is the 511; and final phase of the Core Area rezone process,
initiated by the Council,
Staff recommends that the Kalispell City Planning Board and Zoning
Commission adopt Staff Report #KZC-17-03 as findings of fact and
recommend to the Kalispell City Council that the areas zoned B-2 (Central
Business) and 1-1 (1,ight Industrial) he rezoned to B-3 (Core Area
Business).
BOARD DISCUSSION
Lorch asked abOL11 fUtUrV growth to the west, of Meridian, Nygren
advised there are no plans at this point. Jentz noted that staff Would
entertain the idea if someone was interested in growing that direction.
PUBLIC HEARING
Mark Lahmi - 150 1" Ave WN Manager 0 CH S -- Inquired about
whether the C1-1S properties were a part of this phase, Nygren advised
they were not, they were rezoned pfeViOLJS[Y,
Ryan Richardson - 2 91" Ave West, - asked that his property remain a B-
2zone. He understands the benefits of the B-3 Zone, but feels it is in his
best interest for his property to remain B-2.
MOTION - ORIGINAL
Kauffman moved and Giavasis seconded a motion that the Kalispell City'-
Planning Board and Zoning Commission adopt staff report #KZC-17-03
as findings of fact and recommend to the Kalispell City Council that the
areas zoned B-2 (Central Business) and 1-1 (Light Industrial) be rezoned to
B-3 (Core Area Business),
BOARD DISCUSSION
Lorch and Nygren: discussed leaving Rich],ii1son's property as as B-
Yourig inquired about it creating a future spot zone. Jentz explained that
he was not worried about a spot zone even if it is the only property not
being rezoned.
MOTION - AMEND TO

Graham explained that allhoUgh this is the only property to be excluded,
