Re: Joint meeting with FCEDA- Rail Park Development
Meeting Date: December 8, 2014
BACKGROUND: The City of Kalispell and Flathead County Economic Development
Authority have been working on a project that would include relocating the railroad tracks from
our "Core Area" and developing a new rail -served industrial park. This effort has included two
unsuccessful attempts at TIGER funding. Since the announcement of the TIGER awards this
past fall, we have been working together to develop financing plans that would allow this
partnership to successfully initiate the rail relocation and park development with or without
TIGER funding.
At the joint work session, we have several objectives:
• Bring all parties together to review where we have been and where we currently are;
• Present rail park development options;
• Review funding sources;
• Identify respective partnership components;
• Establish a general plan for moving forward.
While there will be meetings that will follow this joint session, and attempts to bring in other
funding sources that would mitigate the impact for all partners and facilitate some development
components, the joint meeting with FCEDA is a good opportunity to reestablish common
ground, respective objectives, and to review the possibilities that are present to reach these
objectives.
RECOMMENDATION: It is recommended that the City Council and FCEDA meet to review
the meeting objectives listed above.
