1. Call to Order:

S. Updates from KPC office:
Street update from Jack -
a) Skyline lot -Issues with customers and VFW patrons.
b) Authority to issue handicapped tickets - Re -cap of issue. Handicapped ticket went to
court; since this is a criminal offense and these tickets are controlled by the state law
not the city ordinance KPC must be represented by a City attorney in these matters.
The fine must also be paid to the general fund through the city to the state. Due to the
court trial on this case Jack's authority to write handicapped tickets was questioned. It
has since been established that Jack is under the supervision of Roger Krauss and does
have the authority to write these tickets. Discussion followed. From now on the
attorney's office will notify us of any trial, any fines will go to the general fund.
c) Signage -
1. 2 hr sign issue -There are some areas in our jurisdiction that only have signs on one
side of the street not every space. Jack asked Rich Hickel regarding this and the city
ordinance states it is unlawful to park over two hours in the city of Kalispell; it
doesn't state anything about signs. Discussion followed and led into the next item.
2. Entire block signs -Do we need to put entire block signs on every 2 hr sign?
Discussion followed. If there are no 30 minutes spaces on the block then we can put
entire block signs up under the 2 hr. ones. For right now Rachel will check on the
work order and we will continue putting in the 2 hr sign in front of the Christian
Church.
d) Rock & Rollers on the street- Continuously on the same blocks. Even though the chalk
mark is still there if the vehicle has moved we cannot ticket. Could we get the block
face ordinance? Rachel suggested Missoula's policy of 3 valid on street tickets and you
lose your permit. It would make people utilize their permits and force them to park in

the lots or free up the space for someone else to use. If we force them off the street
we have to put them somewhere. KPC asks that Jack to do a survey for a period of time
and let us know how many people (employee's) are habitually parking long term in a
short term (2 hr) space and how many of these are permit holders.
e) New Go-4 door -White bear has paid for all the adjustments and spacers. Tom at the
city shop has re -adjusted it for now; doesn't look like we will need to get a new door. or
f) Old old Cushman sold in Creston Auction- Jack heard we got $750 for it. Mark will get a
hold of Amy or John regarding this for sure.
g) Motorcycle and Bicycle parking -Could we take a 30 minute space and use this for
motorcycle capacity during the summer? We could switch the 30 min. sign with a
motorcycle only sign during the summer months. Do we have any bike racks? No.
Discussion followed. Rachel will check with the city about how many bike racks they
have and if we could get some locations for them.

Collections & Garnishments -behind entering for last month will catch up next week.
DMV/MT GOV-KPC is signed up for the FTS account and tested this portion w/ DMV.
Current go live date for the MT DMV is the end of April.
Meter Project -Melba at Duncan recommends selling the complete meters as follows:
K $50 for the new ones
■ $25 for the good ones
■ $15 for the ones in fair condition.
Housings only should be sold for $25 whether new, good or fair. New meter keys and locks
can be bought through Duncan/Agity $12 for a key and $14 for a lock. Sight unseen Melba
thinks we have either 60 or 76's these have Zinc housings. We can take any left over pieces to
the junk man and sell them for the weight of the Zinc. Zinc right now is through the roof $1
per pound.
Computer system -Rachel still reading training manual for new software. New computer got hit
with Spy ware. City installed new spy net system it cost us $22 for program. Computer back in
use. Old computer slowing down daily. Backing up files daily.
Office Construction- Old wall in Rachel's office torn down. Door replaced.
Microwave- Died. New one ships in 3 weeks; it had a month's warranty left.
6. Unfinished Business:
Peccia - Revisited the parking study. Are we going to proceed with adding data to the study
this summer? We determined through the study we have good short term parking supply just
not enough long term parking. Discussion followed. We still have not received a bill. Bill spoke
with them and we are paid in full.
Double Diamond Bill — Reduced by 25%. Paid $7,091.25 Instead of.$9,455.
Spring Lot Cleaning - 4 Seasons Lot Maintenance only company to bid. Bid and sample
contract enclosed in packets. Discussion followed. Bid too high. KPC will post job opening for
30 hr. part time lot maintenance position with flexible hours, $10-$12 per hour DOE.
Applications will be collected at the KPC office. Rachel will review them and pass the serious
possible candidate applications on to the KPC board for the hiring process.
Seal Coating Bids — Bid spread sheet enclosed in packets. Discussion followed. Eagles Lot, and
the Skyline Lot really need seal coated this year; we will look at doing a few others next year.
Bill made a motion to seal coat the Eagles lot and the Skyline lot and award the bid to Crone
Pro sealing. John seconds the motion. Approved by all.

Sweeping & Striping- Black Magic bid higher than usual due to gas prices etc. Last year we
paid $3,875 for sweeping and Striping of all lots. This year it is: $780 for sweeping and $3,725
for striping for a total of $4,505.The price has increased $780 since last season. John moves
that we hire Black Magic for the season for sweeping & striping. Bill seconds. Approved by all.
Rachel will set up sweeping as soon as possible.
Flathead Industries -We now have a date for Seal coating and sweeping Rachel will call
Flathead Industries and get a bid to sweep the curbs and behind the curb stops so that when
Black Magic sweeps they get it all.
Budget 2008/09 -Update from Mark. He and Janet are working on it. Rachel has made her
decision for her contract in July to stay at the same rate of pay $14.10 per hour and take the
insurance through the city offered by the board. Her hours will stay at 30 per week. She will
sign up for enrollment in July and will have immediate coverage; diabetes as a pre-existing
condition will not be covered for 12 months. With this information Mark and Janet will be able
to figure for salaries and insurance when finishing the budget.
7. New Business:
KPC Board Member re -application -Mark and Janet have already turned in their applications.
Criminal Offense Handicapped issue -Discussed earlier in the meeting. Mark will talk to Charlie
about this issue.
