OLD BUSINESS:
Mountain Mudd — 2267 Hwy 93 S; new drive-thru espresso stand — they are intending to
move forward. Shared access with property to the south has been slow to move on this. Off
the agenda for now.
245 Windward Way — conversion of existing congregate care facility to medical office
building (plus an addition) — Still working out things with Public Works. Final site plan had
one less parking space.
234 — 2nd Street West — addition to building and conversion to office — temporarily on hold.
They are waiting for Council to modify the parking requirements. This issue will be on the
Council agenda soon. The old driveway approach should be removed. No cost sharing.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS:
Cottage View Estates — They had originally proposed R-4 zoning for 45 lots intended for
townhouse units. The park is in the more right hand corner. There is a bypass right-of-way.
They could do a cul-de-sac design that could be used at one or more of the intersections.
Extend the road immediately to the east. Temporary cul-de-sac or hammer heads would be
required for fire. Could have a temporary easement until the future. Liberty may come
through in the future. The abutting neighbor is not willing to give this project an easement.
Ray suggested they sprinkler all the buildings. Discussion was held regarding secondary
access and alternatives to required turnarounds. Narda asked if they had to sprinkler all units
and Ray will take a look at this. They could do an eastbound temporary turn around that
would impact two lots as another option. The area located along Three Mile Drive would be
like a frontage road. Center line to center line, 125' could be an issue. Narda will find out
what the right-of-way is. The design speed is 35 miles an hour. They will need to be sure to
maintain connectivity with the subdivision to the bike path. Noise study will be done before
moving forward with the plat to make sure this will work. Chad is happy with the park
design. They have .84 of an acre dedication requirement. They do not have a preliminary
design on the storm water yet.
KRMC Parking — Toby showed Option I and Option 2 — the difference is on Lot 6. The
upper lot would be permanent. They may put in a parking structure in the other area in the
future. All parking will be paved. Storm drainage was explained. The light pole height is 25'
along with some screening. They are trying to get as much circulation and parking as
possible. The tree locations need to be decided by Mike Baker, depending on where the
utilities will be. PJ explained how they would deal with the property line through the middle
of the project. They will need a cross easement with the Cancer Center to use that access.
We will require a cross walk at mid -point where the stairs are with a way to get across
Sunnyview Drive. They will need to put in curb, gutter and sidewalk on the property side of
Glacier View Drive. If the resident's driveway comes across there, they may need to relocate
it. They want to get asphalt down before winter.
Mountain Meadows Montessori School — Coming in next week for their CUP.
Northland Phase 4 — Coining in next week for preliminary plat
OTHER REPORTS:
Westview Estates — Putting in a pump house and bathroom area. There will be 20' setbacks
off the property lines. The building is close to the street. The project is public infrastructure
and a City park. This pump house will help with the fire flows in the area.
Appleway — (Bill Rice project) They need to work out their bonding for Public Works.
Updated site plan to Fire may have some access issues. They will need to fix their curb to the
first access. Ray will review this project and let PJ know of any fire issues.
Parking Ordinance — ADA spaces are not required in an employee parking lot, but must
have the space available if an employee that would need them is hired.
Trumble Creek — We don't know if they are plumbed in. This project is not in the City.
