Performance Bond Reminders: Hutton Ranch, Phase 1, would like their bond back that was
posted for landscaping and minor sidewalk issues. Meadows wants their bond back that was posted
for street trees and the driveway approach. Mark will check on the completion of these projects.
OLD BUSINESS:
Outlaw Inn — Hwy 93 S; site modifications — improvements are the front entry and sidewalk
improvements and by the vestibule. Simplified. Sidewalk to Highway 93. Getting access out
there. Would like to start getting this going. Improvements to the south end. Phase 1,
changing some curb and sidewalk. No other changes. Fire is satisfied. Approved through
Site Review conditional to the parking review. They will have a date as to the courtyard
changes and eliminating the parking backing onto 3rd Ave.
Insured Titles — 411 — I" Ave W; site modifications — 335 sq. ft. bump out — modifying
parking — adding compliant parking. $23,000 for payment in lieu due to the bump out and its
location, which limits the size of the parking lot. Increased landscaping on the corner. Less
asphalt. Less impervious surface. Coining in with an alarm system of some kind per Ray.
Approved through Site Review.
NEW BUSINESS:
Car Wash — 2792 Hwy 93 S — Access and setbacks could change if we buy the property to
the north there and put in a right-of-way. Compact gravel in the back. Storm water run off,
they could do something in the back if they had more right-of-way. Public Works needs to

look at the elevations. They will need to move their catch basins. They have added a
handicapped parking stall. Stacking spaces not necessarily required under zoning. James
from MDOT thinks this is a deeded access so they will have to take a look at it regarding
accesses. Require grass in the front. Chad will drive by there and look at what would be
required for landscaping.
PLANNING OFFICE ITEMS:
Two Lot Subdivision — Small, two -lot subdivision on 7th Street West. 200 feet on west end
of property. Requesting waiver. Two lots on 7t" Street with flag lot configured with 20'
access for lot in rear. Ray will need to see what is in the back. Hard surface, where to park
truck to get around the building, and location of house on the lot. Engineered drawings and
location of where the house is on the lot. 7th Avenue West has a 40' right-of-way — Public
Works needs an additional 10' right-of-way. Need to see dedication on the final plat. Lot 8
is a city park. Pedestrian access for the park. 10' easement from 7th Avenue West to
boundary line so it is unobstructed. Need to show how the lots will be accessed. Curb,
gutter, and sidewalk on 7th — Public Works will require as possible solution or required access
to the park. Jim A. suggested we require both, perhaps with an S.I.D. Frank said we will
require both.
Bay Ridge Estates — New design for the subdivision. Some changes — north of Three Mile
Drive, access off Meadow Lane. Forty lots, Spring Creek to Quarter Horse Estates is no
longer there. We need a right-of-way to the north and an access to the north. Tom thinks we
need this easement and have it paved. Subdivision variance would be supported. There is a
cul-de-sac on Bowser Creek Loop. We would like to see a 60' right-of-way. There are four
drain fields that cross the property lines. Houses on lots 5, 13, 24, and 39, impact fees need
to be paid prior to final plat, hook to city services, and keep the well for irrigation only as part
of the Health Department regulations. Lot 40 is going to require enough space back there to
turn around per Ray or they can sprinkler it. The drain fields must be removed. Needs a 60'
road easement on the east side. Have it in line with his driveway. 135' center line to center
line. Paved driveway to the property boundary. Parkland to adjoin Cottage Gardens. Two
lots and cash in lieu for the rest. Bike path that runs east and west. Needs to connect to
Three Mile. Lots 9 and 10 will provide access to the open space. Paved bike path. Shift cul-
de-sac to the north so it doesn't interfere with the bike path. Storm drain area is okay with
Susie as long as they are out of the flood plain. The 60' will be built to city standards. 20'
bike path should be developed to alley standards with bike lane stripped. Future development
to the south would have access to the alley. The cul-de-sac may need to stay. Mark moved
we table this until they can attend.
Glacier Town Center — Lack of sidewalks in some areas, especially around the Lifestyle
area. They need roundabouts. Bike/pedestrian path to connect to Highway 93. Need
pedestrian accesses along Rose Crossing turnabouts. Slowdown speeds but have traffic slow
down. Stop signs don't work. Roundabout standards. Key intersections, collectors become
an arterial. Who fixes this? We need to take care of these now. Get traffic engineer

involved. Rose Crossing — bypass between Highway 2 and Highway 93. Propose a design
based on best standards. Discussed stacking at main entrance off of Hwy 93. Along Rose
Crossing, have roundabouts at two of the main intersections. Places where there is more of a
collector status. Area turning north is going to be pinched. Jim A. was concerned about
public transit and asked if they would work with Eagle Transit to set up drop off areas. There
is a bus area in the lifestyle center. Covenants —prohibited Greyhound station, not public
transportation. Could be a transfer station, but not a shelter for buses. No tire changes or
refueling. Sidewalks along Lifestyle Center, there are interior sidewalks. Along loop road,
Chad W. said probably not needed. There will be a bike path and bike rack. Take a piece at a
time and work with the parking lot itself. Once the car is parked, you become a pedestrian.
We want more pedestrian access into the center, but not needed on the ring road. The Power
Center has a couple of acres of land that do not have sidewalks. Pedestrian corridors.
Parking lot organization is necessary. Chad W. will send pictures of a parking lot that is done
well. Eight foot wide bike path along Reserve, so no additional sidewalk on west side. We
want pedestrian access on both sides. There will be sidewalks and lighting in the park, and
bike path access at the main entrance. Public Works, Parks, and Wolford to have a meeting
to determine these sidewalks. Chad asked about the park land. There is off-street parking.
Parking on the street side, not on the park side. Public Works does not want to take care of
the storm water ponds. Work with Fish, Wildlife and Parks to get a storm water pond
established in the parkland with fish. Lighting along bike path was discussed. Do not light
the park, but light the pedestrian access for safety, including the arterial roadways. Need
police input on this. Travel lane of 14' of asphalt. Do not have boulevard with a solid hedge
so fire could use the boulevard if necessary. It depends on the road access in the back. Fire
will take a hard look at these two places. They will have natural bio swales. They are pretty
gravelly. Concern for noxious weeds. More discussion will need to take place. Connectivity
— access and connecting neighborhoods. Need access onto Whitefish Stage. Connection to
neighbors. 65' blanket access to connect Semitool. 120+ acres that will be using the city
streets to the north. Discussion was held regarding the connections, traffic flows, need many
access points and calming the traffic so speed isn't an issue. They could dedicate a right-of-
way, but they don't have to develop it right now. Access points were discussed. Tom
suggested it function as a neighborhood. Will meet this afternoon. Sean will give Ray the
cross sections by tomorrow.
OTHER REPORTS:
Talley Ranger Station — Ray asked about this project. Finally approved the landscaping plan
for Talley Ranger Station. Native grasses. Follow U.S. Forest — for height of growth to
allow.
