Performance Bond Reminders: Stratford Village and Cascade Business Park both have one
week to complete certain items at their project or the City will confiscate their bond. The City has
confiscated the bond for Daley Field, Lot 3 (7-lot subdivision) and will be completing some items
there, including trees, landscaping, and a Type 3 barricade.
OLD BUSINESS:
Car Wash — 2792 Hwy 93 S — the airport is getting close to cutting a deal on the City right-
of-way. This will serve the airport as part of the runway extension and also serve a fire sub-
station. This will be an 80 foot ROW. They might shift the building 15' to the south. Fred is
working on a back entry on Cemetery Road. This would run through the old dump. Extend
runway down to the south. Need more information in addition to the direction of slope.
Wrap up issues with slope inside the bay, Public Works issues, and landscaping. No concerns
with fire. Four slope elevations. Conditionally approved through Site Review.
NEW BUSINESS:
Hilton Homewood Suites — Hutton Ranch — Relying on overall approval Hutton Ranch had
received previously. Hotel going in the southeast corner of the upper half. A few landscaping
changes and light pole location. They lost about 40 parking spaces, though, and they are
short on handicapped spaces. They need a walkway to get from the front door to the
sidewalks. Overall drainage is in place. Storm water drainage permit is needed. They have a
sidewalk on the west side. Mark will go take a look at this project. They need a site grading
plan. Fire is generally okay with this.
PLANNING OFFICE ITEMS:
Glacier Town Center — Regarding the central park, Roger would like to have security
lighting there. There are City streets on both sides. He would like to see the trails lit up. We
would like a lighting plan with photometrics along the street and then some lights that would
be on all the time. Discussion was held as to bike/pedestrian trails having lighting. Roger
voiced the concern to have many of the paths and roadways in the City lit up, including Foy's
Lake Road and Three Mile Drive. The Lighting Ordinance would apply to the city parks in
this project. The developer in Willow Creek needs to present a proposal to meet the Dark
Skies Ordinance and the security lighting issues of KPD. Chad will talk with Mike about a
bridge to Eisinger Motors. The City park could be an access point to Stillwater River. Chad
will talk with the City Attorney about liability issues this may create. Mark suggested they
flip the design to make offices along the park open space and change the building, utilizing the
open space. James stated that MDOT plans to meet with the developer and the City in the
next few weeks.
Western Acres — They are working on the preliminary plat waiver. Discussion was held
regarding the 4" water line located on 7th Avenue West, south of I Ith . Is anyone still using it
and should we require them to connect to the city water and sewer? Should they abandon the
easement and redirect the water line? If the lot should be serviced by an 8" main? The
easement should be shown on the plat. Lot one, north of this site, is in the city. They
couldn't build within an existing easement. If Lot I is still using the 4", it will remain. Nicole
will get more information. 20' easement.
Bay Ridge Estates — they need a Traffic Impact Study — can we condition this request?
Would need to be completed and any mitigation would need to be done prior to final plat.
Meadows Lane will be improved to a city street.
OTHER REPORTS:
18t" Street Lighting — Roger mentioned that we need lighting on 18th Street as cars as getting
tagged. He will contact Fred Zavodny regarding this.
Breast Cancer Center - at the hospital. Foundation plans have been submitted. They will
need an administrative use permit. They need to deal with their property line and come to
Site Review.
