Performance Bond Reminders: Village Greens 18 & 22 northeast side at the end of E. Nicholas
Letter of Credit expires in a week and a half. Lone Pine Trails and Terrace View off of California.
Sidewalks for Terrace View. Could bond for six months. Lone Pine is working on their storm pond.
Not releasing building permit on the lots adjacent to the bond.
OLD BUSINESS:
Hilton Homewood Suites — Jeff spoke with Swank yesterday and there are no responses on
this.
Courthouse East — Request for PUD amendment related to a proposed expansion of the
north wing/office space — two building applications — remodel for coffee shop and one for
addition with bump out; 5,000 sq. ft. tenant space looping at expanding into an existing
porch. Request for PUD amendment. Site Review decides if it is a minor or major change.
A minor change would go through Site Review and a major would go through the Council.
There is a letter from the neighborhood with 15 signatures in support of what is going on,
with no one in opposition. Site layout issues with parking — original was a four foot sidewalk
with angle parking. The sidewalk was removed, which now allows for perpendicular parking,
which generates one or two additional parl6ng spaces. Eric did a recount, and they calculated
another parking space with 24' for a two way aisle, butting up against the building. The
porch needs to be rebuilt anyway. 500 sq. ft. was also purchased of underneath space for
storerooms. They will have their own bathrooms. Becky noted that the neighbors are okay
with the additional office space and want to get the project done. Putting in built out window
to match. Their entrance will only be used as a handicapped entrance. Public Works and Fire
are okay with this project. Consensus is that this is a minor change. PJ will send it over to
Charlie. Site Review approves this for a building permit. There may be fire and building
issues that still need to be dealt with. Bridge. Fence is built at driveway underneath the coffee
house. The office addition is approved. The coffeehouse was previously conditionally
approved (parking for the coffee house is impacted by the expansion of the office space).
Eric will give Frank the bridge packet.
Spring Prairie, Phase 3 — Hwy 93 N; Overall layout for Phase 3 — Kohl's and other shops
going in north of Lowe's. Layout was distributed. Central parking area. Located at Treeline
and Highway 93. Getting the overall layout. They have contacted Jeff with designing
information with the intent to begin construction in the spring. Sidewalks on Treeline Road
should be on both sides of the road as shown on the previous plans. The Holiday Inn put
sidewalk on one side only. Preliminary plat approval was obtained on this in 2003. Get some
pedestrian connections from Highway 93 under the BPA easement with several ofthem along
there. The pond is for treatment only at Reserve and Highway 93. The linear pond is in the
back. Storm water management plan. Could put mature junipers around the pond to keep
toddlers out but give it easy access for emergency services. If they slop it at a 4 to 1, they can
still mow it but won't have to fence it. Lowe's has a light pole pillar that has wires sticking
out of it. KFD will contact FEC.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS:
Zone Change — for Sandra Anderholt.
Adams Subdivision — on Three Mile and Meridian Road — two lots south of Three Mile
Drive from R-3 to R-5.
Bay Ridge Pro ect —Nicole thanked everyone for helping to complete the report. They were
going to annex the property at final plat for there were four existing sites without adequate
facilities for emergency services. Require developer to install a water storage tank to hold
5,000 gallons of water set to be installed 14 days after annexation. This will be put in lot 36
and removed when approved by KFD. Jeff suggested we have them put a well in with a
hydrant. D. C. will look into this and discuss it with them. They will need a 100' radius
protection zone around the well. A 100' x 100' piece of property would be needed for this.
The Fire Department has concerns for the existing four houses.
Bloomstone Subdivision — SW corner of Section 36 west of Kidsports Complex. Around
600 units on Four Mile Drive on south end. Treeline Road to Reserve Loop. First phase on
north end with single family homes and townhouses, 1-A and 1-B. Phase two core 4,000 sq.
ft. single family detached — 1-A. Multi -family apartments in Phase 3. Parkland — not much
shown. Propose to exceed the cul-de-sac limit length of 600', looking for a variance. Public
Works is talking with them about improving Four Mile. Sidewalk access on Treeline. We
have concerns with noise and with access to the bike trail in the future existing 1-A and 1-B.
Keep access on the side streets. Reserve 60' street right-of-way at end of Paintbrush Court
and Mariposa Court. Treeline Road will not have curb cuts. Issue with size and location of
parks, access to future bike path. Improvements along Four Mile Drive, if there will be
returning walls not in the street right-of-way with a homeowners association taking care of
that. Wall should be on their property. Greg Lukasik will be here next week from Morrison-
Maierle. This will be going to the Planning Board in January and Final Plat in February.
OTHER REPORTS:
7tn Day Adventist - Mark apologized for his remarks at last week's meeting
Eisinger Honda — They are looping to occupy their building (the blue one) around the first of
January.
