OLD BUSINESS:
Great Northern Dental — 85 Village Loop; new office. Tabler met with their engineer yesterday.
He still has some unaddressed comments from our first letter in July. Geo-tech report recommended
that they try to discharge their stormwater into a lower sand lens which is about 20 ft. down, so
essentially they're going to have some type of design; probably some type of an injection well hooked
into their stormwater system that will shoot the stormwater down there to infiltrate. Probably about
three of them. The first building can stay where it is. The building to the north needs to be 50 ft.
back from the top of the slope. Tabler will still need to see the new design on this. They will need to
deal with aggregating the lots. We are waiting on a resubmittal. This will be on the agenda for next
week.
Casa Mexico — 1600 Hwy 93 S; addition to existing restaurant. Fincher is good with the layout.
Public Works is waiting for a resubmittal as they are adding a fire service line. This will be on the
agenda for next week.
Owl View Landing — Sawyer Lane; new multi -family condos (8-plexes). Fire is okay with this
project. T. Jentz thought there was a sewer line that was supposed to be abandoned. Fincher is
working with them on their recreational amenity. Parker worked out some handicapped parking
changes with them. Tabler noted there is no need for rock mulch to be used. Public Works could
make a condition about the abandonment issue and attach it to the C of O. They should have a final
plat application in before their permit is issued. This will be on the agenda for next week.
Spring Prairie 4 (Shops 2) — 2244 Hwy 93 N; new tenant space. They are coming in for ARC on
Tuesday. Tabler stated that Public Works has sent out their first round of comments and are waiting
for a reply. Sorensen is also waiting for a response to comments. This will be on the agenda for next
week.
REI — This will be going in between Hobby Lobby and Home Goods. Tabler is still waiting for some
additional materials. This will be on the agenda next week.
Town Pump (north) — They did some PUD work this spring. They want to put in a future
convenience store. They presently have many parking spaces that are required. They are planning to
add a canopy and a few pump islands off to the west of their existing canopy area. They will need to
add back in more parking once they remove several from the front for the drive-thru lanes at the new
pumps. They still have some undeveloped area that is part of this project. Sorensen noted there are
some inconsistencies in the plans. There is an existing property line. The need to aggregate them or
do a boundary line adjustment. If they aggregate them, they will have a B-2 zone and the PUD. That
would be considered a split lot. They could put in an accessory casino, but not a free-standing casino
per their PUD. Planning and Zoning will be taking a closer look at this. Public Works is still
reviewing it. Tabler noted previously that there is a small segment in the NW corner of their
expansion where they will need to dedicate some ROW prior to us issuing their building permit. They
will need a new hydrant when the new store comes in. This will be on the agenda for next week.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: December Agenda
Southside Estates — annexation of 10 acres to the east went to the November 14'' meeting. They
proposed residential apartment zoning, RA-1, and then the western portion would be R-4, which is
the same zoning in that area.
Developer - Nygren stated they met with Nick Coussoulis. He bought and annexed the 55 acres on
the west side of Rose Crossing, adjacent to the river. He is looking at buying the multi -family lot
along the Armory, 17 acres, at Kalispell North Town Center from Jeff. That may change how the
Final Plat comes together.
Begg Property/Spokane Development Team — Their application came in for 324 multi -family
apartments off of Two Mile Drive. This will be built in 3 phases with 108 units in each phase. They
will be coming in for a CUP, zoning, and annexation for the December meeting.
Three Mile Drive and Rockwood - everything to the northwest, there is 100 acres along Three Mile
and then following Farm to Market to the stream. They are looking to annex into the City and
develop single-family and multi -family housing, with a possible 13-1 business area. Water and sewer
would come in from Mountain Vista. We should be receiving their pre -application in December.
Development — Annexation and zoning change for the 10-acre piece that is immediately east between
Southside Estates and the Jeannette Rankin Elementary School.
OTHER REPORTS:
Softball Fields Storage Shed — Kidsports. There is one shed that will be taken out and a new 480
sq. ft. shed will be going in at that same location. Dedman noted that as long as it is not up against
the building in the middle area, he is fine with this project.
