Performance Bond Reminders: Mountain Vista Phase 1— Their bond has expired and they will
be requesting a release under the old standards. Hutton Ranch — They will be submitting a small
Letter of Credit for sidewalks for Flathead Bank.
OLD BUSINESS:
Neal Dental Office — 13 5 Commons Loop; new dental office — Waiting for their final packet
of responses.
Kohl's / Spring Prairie Phase 3 — Hwy 93 N; overall site layout and new retail store — The
Building Dept. has received their geo-tech report and will be submitting comments by next
week. Public Works has public infrastructure concerns. Commercial should have two-thirds
done before final plat. This may be put off until August. This is non-combustible
construction, so they may be able to get their building permit. They will need to maintain
access. This is on hold pending final comments.
NEW BUSINESS:
None.
PLANNING OFFICE ITEMS:
Eisinger Property - bike/pedestrian path — trail has been identified on the plan. The City
policy is to provide access, which are typically sidewalks. Questions of location and
pedestrian trail or sidewalk need to be addressed. Continuing access is important. Tom, City
Manager Jim Patrick, and Public Works Director Jim Hansz met yesterday and have some
recommendations. The Eisinger options are:
1) Developer's letter of commitment to construct internal pedestrian trail (as per plans) to
provide connectivity to future trail systems, when extended to developer's property.
2) Complete pedestrian connection from developer's property east to Stillwater Bridge
on Reserve.
3) Complete extension of pedestrian trail, from Stillwater Bridge east to Glacier Town
Center access on Reserve.
4) Financially participate in securing easement along Glacier Gardens (cemetery) and
private property bordering east side of Stillwater River to Hwy. 93.
5) Commitment to participate in development of pedestrian access under Hwy. 93
Stillwater Bridge proceeding west along Stillwater River.
Our goal is to have pedestrian access from their property either east or north. The trail would
eventually come from Church Drive back to Kalispell. Hutton Ranch Road behind Home
Depot will have a pedestrian access going north to Reserve Drive, then over to the Stillwater
River along the east and north side of the Stillwater over to the cemetery and then continuing
north. There are many options, and Tom asked Greg Eisinger what he would like to do.
Greg stated that when there is a trail to his property, he will build a trail to it. Hutton Ranch
Road is going to come in and have a trail along West Reserve Drive in front of the church on
the west side of Stillwater River (Option 92). MDOT will be redoing the intersection ofHwy.
93 and Reserve and extending the frontage road into their site. So now he would be in favor
of Option 91. MDOT committed to pedestrian access on their frontage road in their EIS.
When MDOT puts in the pedestrian trail from Hutton Ranch, Eisinger will put in a pedestrian
trail along their entire property around the west side of their property to the north. Once
MDOT knows what they are doing, Eisinger will do theirs, both entities putting in their trail
at the same time. Charlie will review the letter to make sure it covers everything for the
future. Ken suggested that he and Charlie draw up a covenant. On Reserve border and Hwy.
93 border. A Letter of Intent needs to be drafted by Charlie. Their Certificate of Occupancy
will be held until this document is filed.
Bloomstone — Section 36 next to Kidsports — they have reduced the number of units. There
will be two-story condos, residential, and apartments. They are redoing the buildings with
what they are going to do now. There is a bike path and they will do a berm to help with

noise. The bike path will be on private property. There will be no driveways off of Treeline.
There will be a retaining wall along Treeline also, and maybe a fence. They need a sidewalk
design and more street names. They may do a regional park at the north and have a four foot
lattice fence along the east side.
Three Lot Subdivision — county referral for comments; located in Evergreen off Maple
Drive. There is an existing house, and they are creating two more lots. Along their frontage,
they need to snake improvements to more urban standards and upgrade Maple Drive.
Silverbrook — Phase I - Final Plat — need to get their S.I.A. Frank has let them know what
they need to do on their drainage.
OTHER REPORTS:
Office Solutions — 700 Sunset Blvd; remodel/expansion of non -conforming use;
Administrative CUP — Everyone is okay with this project.
Tinseth - 750 N Meridian; addition and new storage building — Their approved site plans are
in, but Susie hasn't received any drainage information.
Flathead Health and Fitness — they are doing an addition that will match the existing
building. They will be building out into their parking area. Parking counts may be an issue.
