Performance Bond Reminders: Cascade Business Park wants to extend their bond for 90 days
because their sidewalk is not yet complete.
OLD BUSINESS:
Kohl's / Spring Prairie Phase 3 — Hwy 93 N; overall site layout and new retail store — PJ
spoke with their architect and went over the comments from last week. They will add better
identification areas where the bike path will go. They are aware of the required BPA sign off,
the need for a lighting plan, and the plat should be in probably in another month. They will
need the building permit for the pad for Kohl's by July.
Four Cays — 145 Commons Loop; new office building — Nothing new since last week.
NEW BUSINESS:
Moore Hearing — 22 Village Loop; expansion of existing office into adjacent retail space —
within an existing building up in Village Plaza. Expand into a retail area that was next door to
them, which is a change of use for the building next door. Approved through Site Review.
Gary had a concern about exiting that will be looked at with Jeff when he does his review.
Hutton Ranch Pad "D" - new retail building — strip retail. Overall approved lighting plan,
landscaping plan, and parking plan that they will plug into. They need some adjustments on
the parking. Make sure they show where the cross easements are at. This will remain on the
agenda.
185 Meadow Vista Loop — Overall approval for Meadow Vista with most improvements in.
They have all the appropriate setbacks. This is a two-story 8-plex. This is approved through
Site Review.
TD&H Office Building — 35 Three Mile Drive; new office building — near the corner of
Three Mile Drive and Meridian. Plans were distributed. Not much landscaping is shown.
The building is just under 9,000 sq. ft. Not enough for a two-way driveway. It was
suggested they make it a one-way and angle the parking. Need 5% of interior landscaping
and not count the buffer (appears to be met). Gary will take a look at the apparatus turning
radius area. There is a green belt requirement along the west property line. They need a
lighting plan. They will need to get their storm water permit when Susie gets back.
PLANNING OFFICE ITEMS:
Possible Annexation — preliminary look at property off of the south side of Highway 2 West
and Appleway Drive — old Fun Beverage building - annexation into city and do a subdivision
where they created a flag lot with a lot out in front. This would be a temporary use because
the Highway Department is looking to build a frontage road along these lots. The lot to the
west is also looking at annexing and putting in another subdivision. Sean has already talked
to them about the flood plain. They should come in as a package and we could work with
them. Perhaps have a parking lot with a turnaround area. Have annexation go through at
final plat because of fire flow and hydrants. Impact fees will go through at final plat.
Annexation district issues were discussed.
Lot 2 of Western Acres — This is going to the April l't Council meeting. The S.IA. involves
the sidewalk and Frank has previously approved this.
OTHER REPORTS:
McDonald's (North) — Chad met with them to revise the landscaping at their Highway 93
location. They would like to put in '/2 inch clean gravel chip that won't be in until May or
June. They could use a 3/8 inch chip. At the west boundary of their drive-thru, they would
like to maintain their river rock. They have river rock in their planters. They need more
green material. They need to plant more spruce in with the rock. The three tree areas will
have bark. The rock needs to be the bigger fractured type with spruce that will cover within
five years and not use this area for snow storage.
DNRC — Chad has the landscaping plan, and the project is coining in as one phase, but they
want to do the landscaping in two phases. They would need to do a Memorandum of
Understanding and hold up any preliminary plat anywhere in this section owned by DNRC.
The corner of Farmstead Road and Stillwater needs to be changed.
Mostly Moose's — they are moving over to where the catering business used to be (north of
Moose's). This is a change of use, and will be on the agenda next week.
