OLD BUSINESS:
Kohl's / Spring Prairie Phase 3 — Hwy 93 N; overall site layout and new retail store —
There are 17 conditions of approval. Public Works would like a copy to ensure they are
complied with. Working on foot candle compliance and they still need to submit a
landscaping plan which also will need to be approved. There are issues with access to the
bike path, BPA easement and grading. The project will stay on the agenda and be
reviewed for progress next week.
Four Cays — 145 Commons Loop; new office building — Toby Macintosh indicated he still
needed to coordinate with Susie on Stormwater. Michael Jackola said the SWPPP will be
submitted when the contractor is awarded the contract to do the job. No digging will be
allowed until that is submitted and approved. They are working on the site infrastructure at
this stage. The handicap parking spaces have shifted. Public works comment — the trash
enclosure needs to be relocated to ensure neighbor fencing doesn't block access. There are
no building plans. Incomplete lighting plan — there will be no building plan approval without
that component. Also minor grade change on concrete stairs on north side of building. Toby
will talk with Chad Fincher about boulevard landscaping improvements. Project to be
discussed next week.
Hutton Ranch Pad "D" - new retail building — strip retail. PJ has talked to Lyle Sheets
about the lighting plan, parking and cross easements which need correction. PW
mentioned an erosion plan would need to be submitted with the building permit. The
departments signed off on the project for Site Review.
TD&H Office Building — 35 Three Mile Drive; new office building — The TD&H office
at 35 Three Mile Drive is being designed by architect Bryan Schutt. Public Works
reviewed the plans and need to discuss a few items with him before proceeding. The
discussion included recommendations for the driveway approach, sidewalk transition,
grading and site drainage issues. Public Works will discuss with Bryan to ensure the
driveway approach for the new office meets city standards including curb, gutter,
sidewalk, boulevard, etc. The sidewalk that is adjacent to the street needs be transitioned
to provide a 5-foot boulevard within the ROW. Flow lines seem to be at different grades
and will not function correctly. The east/west pipe needs to be adjusted to proper grades
and the man hole should be raised to grade and should be graded to drain away from the
manhole. Charlie Johnson should contacted them to discuss these issues. Fire access ok —
Gary will measure hydrants. The project will remain on the Site review agenda.
NEW BUSINESS:
Mostly Mooses — Moving to old Bianchi catering shop on the other side of Moose's
Saloon. The change in use is the purpose for review. Approved
Maxwell — 226 3rd Ave E. Changing a residential use to an office in an RA-3 zone. The
site has been modified significantly including alley parking and ADA accessibility.
Screening in place. Susie to credit stormwater impact fees with the existing residential
and calculate the fee using the other area used for commercial purposes. PW — the
sidewalks may need to be upgraded. Will stay on the agenda for next week.
Kidsports - Two concession stands proposed — one for the soccer fields and one for
peewee baseball. Impact fees will be calculated by Susie for both structures. Fees may be
waived based on 2005 permit. There are fire flow issues in the area. The Fire Dept. needs
more information to review and comment on the proposal. There may be a latecomer's
agreement. PW needs a site grading plan with elevations.
PLANNING OFFICE ITEMS:
Shady Glen Drive annexation - Randy Davis would like to annex his property into the
City of Kalispell and connect to sewer. The property is located off of Woodland Park
Drive on Shady Glen Drive — Lot 6. He's got engineering for sewer and will need to put a
meter on the existing well. The fire hydrant is approximately 360 feet from the rear of the
lot. Gary and F.Ray will go out to the site and get back to Randy on what, if anything,
will need to be done for fire protection. Sewer, police and fire impact fees will need to be
paid. Susie will check on stormwater. Discussed setbacks and location of home and
driveway. The existing driveway is shared with the lot to the west and is gravel. That
driveway as well as any new driveway or parking area (2 off-street parking spaces) will
need to be paved.
Don Sandler — 4th Ave East and 13 St E - Proposing to turn a single family home into a
townhouse. Need more detailed information and a determination on whether the house
encroaches into the public ROW. May need to remove portion of existing home from the
public ROW as the structure cannot adversely possess public property. Discussion about
sewer service. A 10 foot easement may be needed running from the alley to the new
portion of the building or the applicant could access sewer from 13 St E.
