OLD BUSINESS:
Kohl's / Sprin2 Prairie Phase 3 — Hwy 93 N; overall site layout and new retail store —
waiting for a response from DEQ to approve the water and sewer lines. They need a flow
test. No final permit until the final plat comes in. They need to have the access roads in and
maintained.
Kidsports — Champion Way; 2 concession/restroom buildings — Pee Wee Baseball — off the
corner of Highway 93 and Four Mile Drive. The 12.5 elevation is okay with Public Works.
All the Fire and Public Works issues have been resolved. They need to put in handicapped
parking. They can get their foundation permit now, and after the Architectural Review
meeting on the 13'h, they can get a remainder foundation. Public Works needs detailed site
grading plans on the second building. The Pee Wee stand is approved; the soccer stand will
be pulled off of the agenda until further notice from Parks.
NEW BUSINESS:
Grease Monkey & Monkey Shine — 2322 Hwy 93 N; new auto oil/lube facility and car wash
— Spring Prairie — across from Famous Dave's - John Peterson. Sidewalks are not in yet. 20'
buffer, 5' sidewalk, and 5' land buffer. F. Ray is okay with this. They will be putting in a fire
hydrant. F. Ray will look at the neighboring hydrants and see if another location would be
better. They will have 1" shale, sod, and landscaping. Chad is okay with their landscaping
plan. Susie needs more detail on the car wash to determine impact fees. It is a drive-thru,
self -serve, two lane wash. They will have a 2" line.
Northern Lights Chiropractic — 1066 N Meridian; new office — located as the third lot in
from Liberty. They need to submit more complete drawings.
Bullman's Pizza — 175 Hutton Ranch; new outdoor seating — Wrought iron fence with gate
because of their liquor license to add outdoor seating. About 10 tables. Gate needs
accessibility hardware on the gate. Entrance is to the seating, but they need a pathway to exit,
which may give them less seating. They could move the gate so it lines up with the exit.
Doesn't require formal site review approval.
PLANNING OFFICE ITEMS:
Two Lots — to be subdivided along 4th Avenue West and 11th Street — Narda Wilson and
Tracy Gardner. Regarding the location of the trees by the street, Marquardt located the trees
just inside the right-of-way. They will be putting a sidewalk easement in along 4th Avenue on
the east side. They will lose one tree. They could make the easement bigger. They will
submit a preliminary plat and ask for an easement. This is a "T" shaped lot now instead of a
flag lot.
Willow Glen — Hubert Turner — a revised plan was shown with changes. This is a 90 unit
decrease. A berm will be put in to control the noise. This change will make a bigger buffer.
This will provide another acre for open space common area. The bike path will function
better with more space. They will talk with MDOT about the approach. Willow Glen would
be the primary approach. MDOT would like to see that approach as a right in, right out.
This change will be creating 67 new, single-family lots and get rid of 153 condo units. They
are alley loaded. The question of sewer running through unannexed property and also
servicing sewer through unannexed property was discussed. Public Works needs an all-
weather surface for their service trucks. Because sewer lines go in a road, this would fix
where a road would go. The neighboring property is owned by Wayne Turner and is still an
industrial site that would need major clean up. They need to get a highway sewer line
crossing with a service road, running sewer line from Willow Creek to save the cost of a lift
station. Get established before the bypass goes in. Mr. Turner would like to get this installed
so he can begin his project. A short analysis of how our policy works is to be provided to
Hubert. Annexation would occur within a year. A memo to the Council would show that this
is a minor change and we will proceed unless Council wants to review it. They will need a
revised site plan.
Ashley Park Phase 9 — bypass on the west, with a 60 decibel boundary. Phase 5 wall —
Carver would like to extend that wall. Impact either there or at Ashley Heights. Allow
developer to work with MDOT. They need an agreement between the developer and MDOT
with no cost to the City or the residents of Ashley Park Phase 9. Maintenance will also need
to be addressed by MDOT and the developer. Sidewalk on east side of the wall. Would like
some kind of 3' buffer between the wall and the bike path. Put on plat and in the CC&R's as
to which lots will be impacted or a blanket statement that informs potential residents about
the noise wall. Need revised plans that show grading.
OTHER REPORTS:
Glacier High School — Rumor of Parks moving dirt over there for their landscaping — Chad
believes this is not true, but will look into it.
Four Cays —Public Works and Parks have approved their site. Fire met with Toby today and
they agreed on a place to put the fire hookup.
