HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS:
Forest Service Bond — They did the project with the storage building. They did some site work,
drainage work, and landscaping. They would like to have their bond released. There was also a bond
for the extension of the road. Tabler will check on this.
Certificates of Occupancy Bonds — We need to designate for Deb Deist what the bond is for, what
the completion dates are, and some of the contact information. Building has a form that they use.
They took a Subdivision Improvement form and modified it.
Kalispell Ford - They will be posting a $50,000 bond for landscaping. T. Jentz noted they are
expecting a C of O on Tuesday and will be moving a fleet in. They were going to provide a 1.6
million dollar bond that was never received. (Crowley checked on this today and Deist did receive
this bond.) The original bond was for the entire site. They did a rider for two million dollars for the
Ford improvements that were needed for that plat. They were talking about a $50,000 bond for just
the on -site improvements separate from the subdivision. That may need to get bumped up some.
MDT did a separate permit just for Ford.
OLD BUSINESS:
RDO Phase 2 (Phase 1 was only interior work) — Public Works is waiting for a resubmittal from their
engineer. Freyholtz stated that MDT will be having a meeting in December with all the cities,
director, and counties to discuss the policies for the cities regarding the sidewalks. They may have a
blanket agreement with the cities. We may consider including a condition on the sidewalk for this
project if it is not resolved by the time the permit is ready to issue. This will be on the agenda for
next week.
Great Northern Dental — 85 Village Loop; new office. Tabler stated we have received their geo-
tech report. It does show some requirements where the building should be placed. The property
owner will schedule a meeting with Public Works to discuss the report. This will be on the agenda
for next week.
Casa Mexico — 1600 Hwy 93 S; addition to existing restaurant. They have sent in some updates.
They are showing 18 ft. deep parking spaces that should be 20 ft. deep. Conditional approval from
Public Works went out on the engineering aspect of it, but we can't sign off on it until we have some
type of conclusion to the grease interceptor. Fincher still needs to review their landscaping. This will
be on the agenda for next week.
Owl View Landing — Sawyer Lane; new multi -family condos (8-plexes). Fincher stated the drainage
area with rock will be changed out to a fibrous mulch with plantings on top of it. Sorensen stated
that under zoning, there is supposed to be a ten -foot setback from the property line. On this project,
the sidewalk is the property line. There is a process they can go through with an administrative
adjustment to get up to a 3-foot encroachment. They could have a 2-3 foot hedge across the front
that would provide the additional screening. Fincher is waiting for their Landscape Plan to come
back. There is about 4,000 sq. ft. that originally was going to have a clubhouse on it. They decided
to put that in a later phase that would be more centrally located. We need 20,000 sq. ft. or the value
of that for a recreation area. They talked about a temporary field area to do the clubhouse in the next
phase. Fincher would prefer irrigation and playground equipment. Drainage and the recreation
amenity would be tied back to the property across the street through their CC&Rs. Fincher send
comments to WGM. The location of the handicapped spaces need to be provided closer to the
buildings. This will be on the agenda for next week.
Spring Prairie 4 (Shops 2) — 2244 Hwy 93 N; new tenant space. Their Landscape Plan does not
match their civils. The drive-thru would take out all the landscaping against the buildings. This
would necessitate additional landscaping, berming, and buffering. Sorensen stated it's important for
the committee to put their concerns in writing to Blumenstein now about the proposed future drive-
thru. Public Works sent their comments that were minor other than the sidewalk on the north
property line. Tabler noted that they were planning on putting in a grease interceptor in that area,
too. This will be on the agenda for next week.
REI — this will be going in between Hobby Lobby and Home Goods. We asked for a site plan that
shows more around the building. There is minimal landscaping. They have a pedestrian ramp that
ties in with the sidewalk that goes down the parking median, with a proposed second one north of
that. If there are crossings, then they will need to have colored concrete per the PUD. Tabler needs
more time to review this further. This will be on the agenda next week.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: November Agenda

Downtown Plan — Monday night was the Public Hearing for the Downtown Plan. Overall, most
attendees were supportive. There was some concern about the traffic and how that would work.
This will move forward to the Council on the 20''.
Southside Estates — annexation of 10 acres to the east at the November 14'' meeting. They are
proposing residential apartment zoning, RA-1, and then the western portion would be R-4, which is
the same zoning in that area.
Developer - Nygren stated they met with Nick Coussoulis. He bought and annexed the 55 acres on
the west side of Rose Crossing, adjacent to the river. He is looking at buying the multi -family lot
along the Armory, 17 acres, at Kalispell North Town Center from Jeff. That may change how the
Final Plat comes together.
Begg Property/Spokane Development Team — Their application should be coming in today for 300
multi -family apartments off of Two Mile Drive. They will be coming in for a CUP, zoning, and
annexation for the December meeting.
Three Mile Drive and Rockwood - everything to the northwest, there is 100 acres along Three Mile
and then following Farm to Market to the stream. They are looking to annex into the City and
develop single-family and multi -family housing, with a possible B-1 business area. Water and sewer
would come in from Mountain Vista. We should be receiving their pre -application in December.
OTHER REPORTS:
Finnegan's — This has been closed since the fire. 413's will be remodeling and reopening here. The
brick sign in front will need to be taken out.
Wind Walker Subdivision - on Four Mile Drive — Mike Fraser would like to start building here next
September. They have 220 acres and plan to build multi -family units. The Westside Interceptor will
be going right through his project. He plans to start in the NE corner with septic systems but will put
in the sanitary sewer and stub out services, depending on the timing.
Hwy 93 N at Conway & Sunnyview — Freyholtz asked if they still need the crosswalk across
Highway 93. Are they used? Discussion was held. The group was leaning toward keeping it.
Permit Protocol — Sorensen noted that there was a meeting yesterday with Erika Hess, Planning, and
Public Works regarding Permit Protocol. All permits and sign -offs will eventually be going through
City Works. This should be up and running in December.
