Council Minutes — October 16, 2017
2. Acceptance of Operation Stonegarden Grant
This item would accept as the sub -recipient $120,000.00 on behalf of the
Whitefish Police Department, Montana Fish, Wildlife and Parks and the Kalispell
Police Department to enhance the cooperation and coordination between these
agencies in a joint mission to secure United States' land borders.
3. Lifesaver Award Recojznition for Adam Smart, Todd Hawes, Jeremy,
Jessica Kinzer, Doug Schwartz, Ian Miller, and Jason Schwaiger
This item recognizes the above named individuals for saving a life on July 24,
2017.
4. Lifesaver Award Recognition for Craig Fischer, Jake Felts, Adam Clifton, Josh
Pipolo and Brent Councilor and Community Lifesaver Award for Jason Parce
This item recognizes the above named individuals for saving a life on May 23,
2017.

H. PUBLIC HEARING
Downtown Plan
Council will accept public comment on the Downtown Plan amendment to the
Kalispell Growth Policy as proposed by the Kalispell Planning Board.
2. West Side Interceptor Budget Amendment
Council will accept public comment regarding an amendment to the annual
appropriations of the City of Kalispell, as set forth in the 2017-2018 sewer
operations fund budget adopted by Council to advance the construction of the
West Side Interceptor sanitary sewer project.

This item would confirm the appointment of Emily Schroeder with the Hilton
Garden Inn to the TBID as a large property representative.

ADMINISTRATIVE CODE
Adopted July 1, 1991
Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the Council, at the time designated in
the agenda or as directed by the Council, by stepping to the podium or microphone,
giving that person's name and address in an audible tone of voice for the record, and
unless further time is granted by the Council, shall limit the address to the Council to
three minutes.
All remarks shall be addressed to the Council as a body and not to any member of the
Council or Staff.
C. No person, other than the Council and the person having the floor, shall be permitted to
enter into any discussion either directly or through a member of the Council, without the
permission of the Presiding Officer.
d. No question shall be asked of individuals except through the Presiding Officer.
