09-25-17 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES SEPTEMBER 25, 2017 View the minutes attached to the audio of the meeting at: http://kalispell.conVmayor and city_ council/Streaming-AV.php A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, SEPTEMBER 25, 2017, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS JIM ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE PRESENT. Also present: City Manager Doug Russell, Public Works Director Susie Turner, and City Engineer Keith Haskins. Mayor Johnson called the work session to order. DISCUSSION ITEMS 1. Westside Interceptor Status Update Russell gave a brief history of the project and turned the discussion over to Turner. Turner reviewed the history, timelines and budget projections of the project and introduced Ryan Mitchell of Robert Peccia & Associates (RPA), the engineers on the project. She said staff is looking for direction for Phase 2. Turner reminded council that the Westside Interceptor is a sewer main that will re-route sewer from the west and north sides of town, away from pipes that are too small to handle today's loads. Turner then turned the discussion over to Haskins for the general construction schedule and engineering details. Turner and Haskins answered questions. Turner went over the construction schedule to enable the project to be done by December 2018, stating the RPA design will be done by March, with the bids awarded in May, and construction starting in June 2018. Turner explained the approximate project costs would be $9.8 million for Phase 1 and $3.3 million for Phase 2, for a grand total for both phases of $13.1 million. She said the city has completed $936,000 worth of work to date. There was discussion regarding a 30-year SRF bond for the costs. There was lengthy discussion and Turner answered additional questions. Public Comment None. MAYORWOUNCIUCITY MANAGER REPORTS Russell reminded council the annual League of Cities and Towns meetings will be in Great Falls this week. Mayor Johnson remarked that he talked with the Governor and his Chief of Staff regarding the state budget situation, noting the governor is looking for local support and could possibly call for a special session. Mayor Johnson also commented he is planning to moderate a forum held for the contested city council races and that he is looking at October 11 at 6:30 pm.
