INVITATION TO BID
The City of Kalispell, Montana will receive bids for the construction of Glacier Rail Park.Bids
must be received through QuestCDN by 4:00 p.m. local time on June 9, 2017. At 4:00 pm, bids
will be publicly read aloud in City Council Chambers, City Hall,201 First Avenue East,
Kalispell, MT 59901.
The project consists of:
The Glacier Rail Park is a proposed rail served industrial facility that will serve the northwest
Montana region. The development will include upgrading several roads to meet City of
Kalispell road standards, installing stormwater collection and disposal, extending City water
and sewer service, adding a signaled intersection, providing dry utilities (gas, electricity,
etc.) and construction of various railroads. A portion of the project is funded by a
Transportation Investment Generating Economic Recovery grant obtained through the US
Department of Transportation.
The contractor is responsible for completing the construction activities as part of this
contract, generally described below. Note the following is an approximation of the quantities
to give a contractor scope and scale of the project. Bid quantities in the bid schedules should
serve as the basis of any bid presented.
Bid Schedule KAL-1: General Requirements
Work will include mobilization, taxes, bonds, and insurance.
Bid Schedule KAL-2: Sanitary Sewer System
City sewer service will be extended to the Rail Park. Approximately 12 manholes and 2,300
linear feet of 8" gravity sewer will be installed. Another 2,300 linear feet of 4" force main
will be installed. One lift station will be constructed enclosed in a wooden structure.
Bid Schedule KAL-3: Water Distribution System
City water service will be extended to the Rail Park. Approximately 7,900 linear feet of 12"
water main will be constructed with approximately 20 residential services requiring
temporary water service and reconnection. Approximately 1,900 feet of pavement will
require asphalt patching.
Bid Schedule KAL-4: Dry Utilities
A 10-foot wide dry utility corridor will encircle portions of the Rail Park. This will include a
natural gas line, power (1" and 2" PVC conduit), and 3 separate PVC conduits (2" diameter).
The contractor is responsible for installing the power and 3 separate PVC conduits. Also
included in this schedule is the installation of light pole bases.
Bid Schedule KAL-5: Landscaping
Work will include seeding the boulevards (18,000 square feet), irrigation system within the
boulevards, monument sign, trees and shrub plantings, and hydroseeding slopes and disturbed
ground.

Bid Schedule FRA-1: Site Work
Site work will consist of excavating 300,000 cubic yard of materials. An approximately
130,000 cubic yards will be placed within the rail park and within the BNSF right-of-way. Also
included is the demolition of two buildings and the construction of an 850-foot-long retaining
wall (40,000 square feet). A total of 14 monitoring wells within the construction area must be
modified or abandoned.
Bid Schedule FRA-2: Storm Water
Stormwater collected along the Interior Road and East Oregon Lane will convey water to two
stormwater detention ponds. A total of 12 manholes (48", 60", and 72"), 24 curb inlets (30"
to 72"), and 3,400 linear feet of pipe (12" to 30" RCP) will be installed. A dry well and
hydrodynamic separator will also be installed at one of the detention ponds.
Bid Schedule FRA-3: Roads
Road work will include replacing an existing gravel road with 4,400 liner feet of 34-foot wide
asphalt cement road, 1,200 linear feet of 32-foot wide asphalt cement road, and
approximately 17,000 square feet of 8-inch thick concrete pavement. Also included in the
road improvements is curb and gutter (9,200 linear feet) and 3,600 linear feet of 5-foot wide
sidewalk. The new sections of sidewalk will include boulevard and irrigation.
Bid Schedule FRA-4: US - Highway 2
The current intersection at Flathead Drive, Woodland Park Drive, and US Highway 2 will be
upgraded to a signaled intersection. Approximately 500 feet of Flathead drive will be widened
and Woodland Drive will be narrowed. Left hand turning lanes on US Highway 2 will be
modified. Pedestrian ramps and sidewalks will be constructed at each corner of the signaled
intersection.
Bid Schedule FRA-5: Railroads
Approximately 10,000 linear feet of new rail, three No. 11 turnouts, six No. 9 turnouts, and a
scale will be constructed. The scale is a relocation. The rail installation includes one siding
track, 3 storage tracks, and 4 spurs.
Bid Schedule FRA-6: Traffic Control
This work will include temporary traffic control for the project and include road signs and
striping.
Bid Schedule KAL-A: Storage Track No. 4 Additive
An additional 1,600 feet of track and 1 No. 9 turnout will be constructed.

KLJ, 1830 3rd Avenue East, Suite 202, Kalispell, MT 59901 in accordance with Article 2.01 of
the Instruction for Bidders.

bids through QuestCDN. Bidders must obtain bid documents from the ENGINEER or through
QuestCDN, and must be shown on the plan holders list, to be considered a responsive Bidder.
There will be an optional Pre -Bid Conference in the City Hall, 201 First Avenue East, Kalispell,
MT 59901, at 10:00 am on May 23, 2017. Interested Bidders are encouraged to attend.
Contractors and any of the Contractor's subcontractors bidding or doing work on this project
will be required to be registered with the Montana Department of Labor and Industry (DLI).
Forms for registration are available from the Department of Labor and Industry, P.O. Box
8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be
obtained by calling 406-444-0563. All laborers and mechanics employed by Contractor or
subcontractors in performance of the construction work shall be paid wages at rates as may
be required by the laws of Montana Prevailing Wage Rates or by Davis Bacon Wage Act,
whichever is higher. The Contractor must ensure that employees and applicants for
employment are not discriminated against because of their race, color, religion, sex or
national origin.
All bidders shall, as bid security, accompany the bid with: 1) lawful currency of the United
States or a cashier's check; or 2) a certified check or bank money order drawn and issued by a
national bank located in Montana or by a banking corporation incorporated in Montana; or 3) a
bid bond or bonds, executed by a surety corporation authorized to do business in
Montana. The bid security shall be in the amount of ten percent (10%) of the amount
bid. Any such bank instrument shall be payable to the City of Kalispell. If a contract is
awarded, the bidder whose bond is accepted and who shall thereafter refuse to enter into
and execute the proposed contract, or as stated in the covenant, shall absolutely forfeit such
moneys or bank instruments to the City, and become immediately liable on said bid bond in
said sum. The bid security shall be returned to the unsuccessful bidders.
All bids must expressly covenant that if the bidder is awarded the contract, the bidder shall
within fifteen (15) calendar days of the acceptance of said bid by the City Council, enter into
a contract and give good and sufficient bond to secure the performance of the terms and
conditions of the contract. In the event the successful bidder does not enter into a formal
contract within fifteen (15) calendar days or give sufficient bond to secure performance, the
bidder shall pay unto the City the difference between the amount of the bid of said bidder
and the amount for which the City legally contracts with another party to perform said work
if the latter amount is more than the former.
No bid shall be withdrawn after the opening of bids without the consent of the City Council
for a period of ninety (90) days after the scheduled time of receiving the bids.
The City will accept the lowest responsible bid, but the Council reserves the right to reject
any and all bids or to waive any technicality or informality and accept any bid which may be
deemed in the best interest of the City.
The successful bidder will be required to abide by Federal and State laws, particularly Section
18-2-401 et seq., M.C.A. (Montana Prevailing Wage Rates). The successful bidder will be
required to furnish an acceptable security for the full amount of the contract for faithful
performance thereof and payment of labor, material and subcontractor claims. The successful
bidder will be assessed the Montana Contractor's withholding tax.

The successful bidder shall be required to furnish to the City evidence of insurance in
accordance with the Sixth Edition of the Montana Public Works Standard Specifications. The
successful bidder shall for the purpose of the Contract with the City, name the City of
Kalispell as additional insured on said policy while performing work under City contract.
