Dir. of Community & Economic Development Re: South Kalispell Tax Increment Financing District Traffic Impact Study Meeting Date: September 18, 2017 BACKGROUND: On August 1, 2016, the South Kalispell Urban Renewal Plan was adopted as an update to the City Airport/Athletic Complex Redevelopment Plan. The South Kalispell Urban Renewal Plan includes development guidelines for the promotion of a transportation network that is safe for pedestrians, bikes, and vehicles. According to the Plan, the increase in traffic volumes related to urban development in south Kalispell has raised concerns about vehicular and pedestrian safety. The Plan recommends that public officials and agencies strive to provide a network of streets that are safe and accessible for all modes of travel, and where possible, implement urban design elements that encourage reduced speeds in high traffic areas. The South Kalispell Urban Renewal Plan goes on to explain that traffic will continue to increase due to further development of south Kalispell, such as the new Kalispell elementary school being built on Airport Road, a 42-unit single family housing development and a 55-unit apartment complex. A traffic impact study is needed to assist with the future development of this area giving careful consideration and planning to accessibility, walkability, connectivity, infrastructure, and design in south Kalispell. The Urban Renewal Agency Board has taken the traffic increase and redevelopment suggestions from the South Kalispell Urban Renewal Plan under advisement. In discussion with city staff, the Board has determined that the intersections of 18th Street and Airport Road and Airport Road and 131h Street at Highway 93 South should be the areas of focus for a traffic impact study. FISCAL IMPACT: The South Kalispell/Airport Tax Increment Financing District currently has $2M budgeted for redevelopment and is budgeted to receive approximately $350,000 in incremental revenue in fiscal year 2018. The proposed study is estimated to cost approximately $24,000 - $30,000 and is eligible for funding from the South Kalispell/Airport Tax Increment Financing District. RECOMMENDATION: It is recommended that Council approve a traffic impact study, focusing on the 181h Street and Airport Road intersection, and the Airport Road and 13th Street at Highway 93 South intersection, for improvement using South Kalispell/Airport Tax Increment Financing District funding in the amount of $30,000.
