RE: Montana Municipal Interlocal Authority (MMIA) Board of Directors
The Montana Municipal Interlocal Authority is a risk retention pool created by the cities and
towns of Montana to manage municipal risks. The interlocal government agency covers municipal
liability and workers' compensation risks as well as property and employee benefit coverage.
A 15-member Board of Directors governs the MMIA and is comprised of elected and appointed
officials from member entities for two year terms. The City of Kalispell has a permanent seat on
the MMIA Board of Directors. The Board has regularly scheduled meetings held in Helena in
January, March, and June, and in the fall in conjunction with the Montana League of Cities and
Towns Conference. Special meetings may be held as needed.
Adjutant City Attorney Rich Hickel was appointed by the Kalispell Mayor in late 2011 to
represent the City of Kalispell on the MMIA Board of Directors. He was then reappointed in 2013
and 2015. Mr. Hickel's two year term is expiring and he is not seeking reappointment. An elected
official or an appointee can be designated to serve in this position as a representative for the City
of Kalispell.
RECOMMENDATION: It is recommended that Mayor Johnson appoint, with the
confirmation of Council, an elected official or an employee as the city representative on the
Montana Municipal Interlocal Authority Board of Directors.
