07-10-17 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES JULY 10, 2017 View the minutes attached to the audio of the meeting at: http://kalispell.com/mayor and city council/Streaming AV.php A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, JULY 10, 2017, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS JIM ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE PRESENT. Also present: Public Works Director Susie Turner, Budget Resource Manager Terri Loudermilk, and Parks Director Chad Fincher. Mayor Johnson called the work session to order. DISCUSSION ITEMS 1. Management of Kalispell City Airport with User Group Russell recapped the recent airport history and described the reasons the city would like to turn airport management over to a user's group. Russell answered questions. There was discussion. Guiffrida reviewed the agreement and made comments. Kuntz remarked he does not think this will be successful and the airport user management group will fail. He said there will be no accountability. There was lengthy discussion. Public Comment Zack Anderson, airport user's group, said that the city and the user's group have been working on the agreement and answered various questions brought up by council. He acknowledged the agreement needs a bit more work, but noted the users do not want to lose the airport and will do their best to manage it. Russell remarked he will meet with the user's group again for further discussion and schedule another work session in the future. Kalispell City Council Work Session Minutes July 10, 2017 Page 1 2. Stormwater Utility Assessment Discussion Russell noted this is a follow-up to previous work sessions. Turner presented an updated PowerPoint regarding the Stormwater assessment. Turner said that Option 1 is a five year assessment increase and should keep the fund healthy for 10 years, and that Option 2, a 10 year assessment, would collect approximately $3.1 million over 11 years, but would need to fund capital projects. There was discussion regarding impact fees and the fact that both options will be presented for discussion at the next meeting. Public Comment None. 3. Urban Forestry Assessment Discussion Russell noted there are two options for these assessments as well. Fincher described the two scenarios, noting that the difference between the two would be $4 between the 5 year plan and 10 year plan per residential lot per year. Russell noted council would again choose between two options at the next meeting. Public Comment Tom Rygg remarked that the caps give money away but this won't cap the things they should. 4. National Forest Service, Request for Joint Sale Russell gave history on the request and brought council up to date. There was discussion. Council consensus was to decline to participate in the sale and the city should not have fees assessed. Public Comment None. MAYOR/COUNCIL/CITY MANAGER REPORTS Russell noted the League training will be in the Arts Building at FVCC on Thursday, and he will be going to Helena on Friday for the first meeting of the Local Government Interim Committee.
