If it isn't bad enough that Kalispell is about to approve the BLIGHT known as Glacier Mall/Town Center, which will give us the crush and stress of year-round Christmas shopping, more accidents and pollution -- new you're "thinking" of putting multiple stoplights on Hwy. 93. Has Kalispell completely lost its mind? WHY would anyone want to intentionally create stop and go driving on a soon to be clogged roadway; more potential accident locations, road rage, emergency calls; more pollution; and another congested, unsightly, "Anywhere [SSA" mistake?? Why would anyone want to encourage such nonsense by shopping there? Has no one ever heard of an overpass, which avoids these problems? Hwy 93 out of Kalispell is already becoming an extention of slow and go traffic you'd expect to find in the middle of town. If there is to be a mall north of Reserve (and I wish there wasn't), access to it should not be at the expense of the clear corridor we have now. I come from California, which I always say is a vision of everyone's future. There are communities in California that are done well, and others that are not done well. The difference is how far ahead the city planners were looking, 2 years or 20 kind--of-thing. I own a business here that employs quite a few people, all of us have young families, and all of us live here because of the quality of life. I want my investment in this valley to pay off. In other words, I want my investment in my home, office buildings and communitity to grow because this is a desireable place to live 20 years from now, vs. being second rate to some other community that has planned better. I used to drive to Kalispell for various reasons, but now I avoid it as much as possible. This is because I do not feel safe. There are too many cars traveling too fast. I don't have a magic answer. More stoplights means more chaotic intersections, and more big rigs barely coming to a stop behind me. I don't think more stoplights between Reserve and Hwy 40 is the answer. I do think developments should have to look at traffic patterns FIRST when they are planning. I would use public transportation given the opportunity. Good luck. This is a difficult situation. If Hwy 93 is to be high --speed, multiple, traffic light - controlled, accesses from Galcier Mall will prevent it. "Frontage roads" that feed a freeway interchage are a safer solution, albeit at a higher initial cast. Kind Folks @the Kalispell Planning Office, It should be obvious to everyone now that the commercial expansion on the north side of Kalispell has far outpaced our highway's ability to handle the NORMAL flow of automobile and truck traffic and is causing a bottleneck as lengthy as all the stores that stretch alongside the roadway, plus an additional and painful backup during high -volume times of day. Add to this a temporary lane closure due to repair or a fender --bender and it is GRIDLOCK, pure and simple. The ongoing examples of widening intersections, adding turnouts and fixing curbing AFTER the stores, which they intend to serve have opened, have proven to be truly numbing experiences in more ways than one! The prospect of more, and more massive, development in the works can only be viewed as too much too soon. Adequate planning for CONTINUOUSLY GROWING traffic levels is crucial to make any further expansion acceptable. Let there be no mistake, the actual trend and the announced plans are for CGNTTNUGUSLY GROWING development and CONTINUOUSLY GROWING traffic levels. Stop and think about it. A huge development the size of the Glacier Mall 0 Town Center requires some new thinking, new, at least, to our concept of planned development as evidenced in the recent sprawl we are just beginning to enjoy. We should treat it as a NEW TOWN and allow for a highway interchange to access it, in the interest of both safety and convenience. History provides arnple evidence of the frequency and severity of traffic accidents at high -volume intersections and turnouts that spring up along our speed -ways. Consider 93 and West Reserve, the old Costco location. on Highway ?, and the Majestic valley Arena on 93 North during heavily -attended events. The logical course would be to strive to reduce such dangerous situations by pursuing alternative solutions. The best solution by far is a highway interchange, which would allow for safer frontage road access to the many elements of the NEW TOWN, and would avoid creating the numerous high --risk intersections that a less -well -planned design would inevitably force upon the highway. The convenience of frontage road access to business and residential areas at lower speeds is obvious and a bonus to keeping the highway open to highway travel as it is intended. Financing of such a promising and forward -looking solution to the problems of traffic congestion and safety, problems which are after all a direct result of continuing development, can and should be addressed with realistic approaches proven successful elsewhere. These should include developer impact fees as well as bonding through creation of service improvement districts for this and similar developments. An interchange is within our reach and should be the highest priority. Most importantly, in order to proceed with planned development, we need planned transportation solutions which require us to identify and consider different options, and we must do it before the development is allowed to take place. We should look ahead far enough to ensure that our solutions will continue to serve their intended purposes. The alternative is an inevitable "SlowWay 93". WILLIAM D. While the area is admittedly already ruined for anyone but the hard core shopping fanatic, I still have concerns over filling hundreds of more acres with duplicative retail development. 1) Who is going to end up paying for additional services needed to accommodate this development? I have heard that there is an issue with future sewage capacity related to the growth in the area --how is that being addressed? 2} Already impossibly slow north of town, what will traffic be like if this mall is built and how does that affect the quality of life for commuters? My friend calls that stretch "Little Denver, " both for its appearance and the crawl of cars encountered there. 3) Who do the stores that fill this mall imagine is going to work in their stores --and how will this enormous mall impact existing stores' labor problems? It is a far different employment picture in Kalispell now than it was in the days when Bucky Wolford first attempted to build his mall. Most existing retail/hospitality employers in the area have been unable to adequately fill their positions (and retain employees) for 1 to 2 years now; we are going to stretch the labor pool even thinner in a sector that is already hard to reliably staff. And for what? Kalispell consumers already have the ability to buy most of the items that will be offered in mail stores, and just a few blocks away! It's not unusual to sit through a red traffic light twice in Kalispell. I live between Coram and West Glacier and I used to be able to drive virtually nonstop to Kalispell. Now there are stoplights and stop signs in Hungry Horse, Columbia Heights, Woody's and many more through Evergreen. North of Kalispell is even worse, so I have chosen to minimize my shopping north of FVCC. The Glacier Mall's plan for three new stoplights on US 93 will make traffic problems even worse. That's why I would like to see a full overpass interchange so U5 93's traffic is not further impeded. All access points should be well thought out with a comprehensive Transportation Flan to prevent the problems that appear to be creating a strip from Kalispell to Whitefish. Potential conflicts need to be resolved now in the planning process before costly taxpayer corrections are required in the future. And I would like to see this and other developments fully pay their way for the services that are going to be provided to them, whether through Impact fees or other options. I an especially concerned that the City has the capacity to handle all this new sewage. Good luck with your daunting task. I have reviewed the proposal and have three concerns. 1) The first concern is with the amount of impervious surface they are proposing especially around the mall. We are concerned with the storm water runoff these amounts of impervious surface with create, and with the amount of surface heating it will create. We suggest the developers reduce the surface area of parking by using one or more parking garages near the commercial centers. For other parking areas, we suggest using innovating landscaping techniques to harvest storm water to be utilized for watering vegetation that will provide overhead cover of the paving surface. This will reduce the storm water runoff, and heat island impacts. Another impact of the impervious surface we are concerned about is the impacts to groundwater. Any infiltration systems of storm water should be placed in distances following EPA standards from any drinking wells on neighboring properties. 2) The second concern is over the shift in the character in the area. Some of the areas surrounding the project are very rural in character. To the north and east of the project, we would appreciate lower densities and adequate buffers with vegetative screening to preserve some aspects of the rural character. Currently we do not feel the buffers and densities are appropriate. one suggestion is to eliminate lots on the north and east to increase buffers, and to transfer that density to the center of the project in all that excess paving near the commercial centers. We would rather see mined use then parking lots. We also suggest the developer use dark sky principles with all lighting in the project to reduce the amount of light pollution created. Tucson, Arizona has a very effective dark sky ordinance, and we suggest the developer use this ordinance as a model. 3) The third major concern is the impacts to the transportation system of the area. We are especially concerned over the impacts to Rose Crossing. Extending Rose Crossing to US 93 will create a connection from US 93 to US 2 that does not currently exist. While this could elevate traffic on Reserve, it could have significant impacts on traffic patterns on Rose Crossing on its entire length from 93 to 2. Rose Crossing is built to collector standards, but this proposal will transform Rose Crossing to an arterial without improving its standards. Ideally we would support this, but we know the reality that the developer will not pay for improvements to Rose Crossing from Whitefish Stage to US 2. We propose two alternatives. 1) To aggressively use traffic calming devices such at traffic circles and or roundabouts to Rose Crossing in the development to discourage through traffic from US 2 to US 93. A traffic light should be installed at Rose Crossing and 93. 2) To eliminate the connection of Rose Crossing to US 93. We are also concerned with the number of accesses onto 93. And finally, we would find it appropriate for the developer to improve Whitefish stage from Rose Crossing to West Reserve, and the intersections of West Reserve and the proposed access to the south, West Reserve and Whitefish stage, Whitefish Stage and the proposed access to the south of Rose Crossing, and Rose Crossing and Whitefish Stage. I come from a large city where huge malls are put right in town taping away from those small retail stores in the neighborhood, especially when stores go in that are in direct competition to the smaller stores that were there well before the mall. There were five big malls, on the outskirts of the city was an outlet type mall and it was built like what has now come to you to approve. Please consider what is before you from a person's standpoint and its result that will come - Our outlet mall was an outdoor mall and to get from one store to another you had to go outside and brave the heat, the elements, the cold, the snow, the wind, the ice. It wasn't tong before the people starting shopping there less and less and one store after another would more out when their lease ended and soon you found these stores in the enclosed malls. You could not take a shopping tart and make your purchases in one store then push your cart to another store. The last I talked to someone from back home the outdoor mall was with many vacant stores Please look at this plan to make this mall an outdoor mall. Think of the handicapped, think of the senior citizens,think of the heat of the summer, and the cold winds and icy walkways, and the freezing rain, and freezing fog. Think of the people who will slip and fall trying to go from one store to another in the howling winter winds. This type of shopping facility is fine for southern California, Florida, and other places that has no w inter . You come out of a store with several packages and you want to go to a store seven or eight stores down and while you were in the first store a thunderstorm comes up with 50 mph winds, what do you do? You can't get down to the store where you want to go without getting soaking wet and trying to hold on to your packages for dear fife. or an out of the blue snowstorm moves to with howling winds and the walkways have became icy and you are hoping you don't fall. But these things need to be considered when approving such a plan for northwest Montana and I am sure that Mr. Wolford knows that this is not the type of mall for here but agreed to it under all the pressure having been put on him for years. Its ok to build the mall, but you have to go outside to get from one store to another instead of going from one store to another inside. I have to say that a lot of people, not only here in Kalispell, but elsewhere, are roiling on the floor laughing about how silly this really is. In concluding, I was always taught through my many years that it is ok to complain about something, disagree with something, but when you do, also come with a solution. So, my solution is to revert back to the original plan of this beautiful mall outside of town, and build the indoor mall. But, to keep those who think it will be an eye sore happy, change the design outside. Build it to it totally blends in the landscape, the outside done in tuber and log. Make it to resemble a big wane, cozy, lodge. When you walk in the mail entrance, walk into a huge rock and stone fireplace, with a roaring fire going, a big rustic rug and soft leather sofas and chairs, pots of coffee, cider, hot cocoa, and have a local bakery provide treats. This would be a gathering place where people would meet or where husbands stay while their wives shop. Outside have huge eaves that protect the entrances and a drive up where you can drop people, seniors, handicapped people off out of the elements. Make this mail unique and friendly and warm. Instead of bright blinding lights at night, have the soft glow of lamp posts with the amber lights. The outside of the mall should be done is the same type of soft glowing amber like you would see coming from a lodge. ape the ares with a lot of pine trees so when passing by on the highways you look through the pines and see what looks like a big lodge, not a shopping center. Have some sky lights where the amber glow at night comes through and the sun shines inside during the days. Instead of a huge slab of concrete for a parking lot, break it up with lanes that have pines along there and each lane have a place built out of logs and timber to return your carts to. Make the covered entrance big enough to accommodate the busses that will surely bring shoppers to this beautiful malt so people can board and unboard out of the weather. Inside the main entrance have a soothing waterfall and as you walk through the mall, have small fountains with tittle rustic resting areas for shoppers. As the project expands, add other water features outside around areas that will connect other phases of the total area. The idea is to not make it look like the everyday shopping mall that is cold, ugly, and unappealing. And lastly, work with the downtown retail businesses and not lease to stores that would directly compete with them. Downtown was here first. But offer downtown retail stores a chance to relocate to the mall with a break is rental. They deserve it. If they say no, then respect their business and not lease to another business like theirs. Direct shoppers to them if they ask where can we get this or that. Why gust follow the highway straight down to downtown Kalispell and you will find the store you are looking for. To me one of the biggest issues was downtown would become a ghost town. Not at all if you do it right. And the area up around 93 and Reserve needs a grocery store so badly. Maybe Mr. Wolf ord would Build one and again make is look like Rosauer ` s, rustic, logs, inside and out. The entrances from the highways and roadways around the mall area should all be done the same. Made to look like you are driving into the woods, lots of pine trees. You finish shopping at Target and you want to go to the bookstore. You come out of Target with a bunch of sacks, some heavy, and it is raining or snowing or blowing a cold wind. Well forget the bookstore and you gust want to get to your car and out of the weather. You're not going to drive down to the bookstore, park again, if you can find a parking spot, and get back out in the wind and the rain and the snow again. You leave. The bookstore has gust lost some money they would have made had the shopper been able to get to the book storef rom the inside. How many times have you been in say Target and you can't get a tool that you need or some nails or some paint and you need to go to Herne Depot- It is clear down on the other end. Would you wails all that way and back? And if you do walk way down there, and you come out and it has suddenly started freezing rain and everything is a sheet of ice. How do you get back to your car where you parked it at Target? These example sound tright in the overall scheme of things, but they mean the word to the shopper. And in the retail business it means everything to the owner to have customers, not shoppers that come out of a store and look down the outdoor mall and see the store they want to go to is "way down there"- They leave. That store way down there gust lost some business. So please rethink this outdoor ,Hall concept. you're still going to have a building, a mall, so what is the difference if you get from store to store inside or outside? Mr. Wolf ord can build his mail if you go from store to store outside rather than from the inside. Kalispell is on the move inwards. In just the five years I have been here I have seen a huge growth and all the name stores are corning in. That" s what happens when you grow so we have to grow with it and build things to accommodate the people. You are not trying to build a new downtown h ere . What you are wanting Mr. Wo l f ord to build now, is a new downtown. You are going to force downtown out of existence by doing this. Why was there not any of this opposition to all the other stores going in in this sarne area? How did all the big box stores get built without a whimper from this group that is fighting the mall so hard? How did Hutton Plaza get approval and built so fast? Where was ail the opposition to that? Right now 93 and Reserve is a total ,Hess and cars everywhere trying to get from one place to another. Accidents left and right. You have to sit through three and four red fights to get out of donne Depot because there is only one way to get out to the highway out of that entire strip mail. And more stores are going in. Work with the downtown merchants and not take their customers to the mail. Allow no store that is already in place downtown in the mail. During the past 8 years we've seen 24 major buildings constructed in the same general area as Wolfbrd proposed his project. These 24 buildings were constructed with very little opposition and I feel that the wolford Group was treated unjustly and I admire them for their staying power. His Planned Unit Development will be heads and shoulders above the gigantic strip mall we now have centered around the Home Depot and Costco locations. Having served on the original Kalispell C ity/C o unty planning board I am not new to the approval process, Fifteen to twenty conditions of approval were common and the developer and staff could usually work things out. This PUD has 46 conditions, which I feel is way out of line. I feel that to impose this number means only that some people didn't do their homework. I looks as though we are telling someone who is in the retail development business, how to do his job, with no regard to the economic impact of our conditions we are imposing. If our goal is to put the developer out of business, so be it. Let's work with the developer not against hire. If we want to make the retail center people friendly, let's make it so the customer can drive up to the store he wants to visit. Having raised sidewalks in the center parking area makes little sense other than adding to the contractor's costs. They do little or no good. This situation occurs at the Famous Dave' s and climbing over these raised areas is more of a nuisance than a convenience, especially if you are older or handicapped. The same theory applies to sidewalks on the ring road. Connectivity to the north as proposed is something so far out it in the future that this condition shouldn't be considered at this time. For many years nay wife and I have wintered in Phoenix and watched how they solved their traffic problems... when we first moved there distances between major shopping intersections were miles apart... Right-of-ways were planned and established for fixture highways/freeways with interchanges over major intersections. (I believe these interchanges are now one, two, or three miles apart, depending on the development of the area.). Today traffic flows beautifully around Phoenix in all directions even though shopping centers and residential developments are now wall-to-wall. I realize we are not Phoenix, nor do we have the need at the present, but surely the need exists for such planning for the future. For example, stop lights might facilitate the Rose Crossing/-Iwy 93 intersection at this time with a major interchange planned for the Church Road intersection. (Or just the reverse situation depending on the potential traffic flow problems.) whitefish Stage Rd and Spring Creep Rd would then become the roads for travel within the immediate areas with stop lights planned at intersections as the need requires, say every mile or two. Traffic would flow east and west on Church Road and Dose Crossing and reduce the strain on west Reserve Drive... I am not aware of an east/west road with a bridge around the FVCC campus. would this not also reduce the traffic congestion at the 93/West Reserve intersection? I gander why these possibilities haven't taken precedence over the 93 Forth or 93 South by-pass consideration so that traffic will have somewhere to go.
