CALL TO ORDER Mayor Johnson called the meeting to order at 7 p.m. B. Council Minutes — May 1, 2017 '71.:a 2. 4th Avenue East Water Replacement Project Bid Award 'ID This item would award the bid for this project to LHC, Inc. in the amount of $2,442,192.91. 3. 2015 Homeland Security Grant Acceptance 7- a This item would approve acceptance of a $22,657.20 homeland security grant for a city cyber security project. 4. Ordinance 1789 — Second Reading — Kalispell Meeting Halls Zoning Text Amendment ~!a This Ordinance would permit private schools to operate within the B-1 zoning district with an approved conditional use permit. Public Comment Mayor Johnson opened public comment on the consent agenda. Seeing none, he closed public comment. Motion and vote to approve the consent agenda as submitted. For Flathead Farms and Water'. She provided a handout to the Council and then read her letter. She explained they are gathering signatures to create a ballot initiative that would expand the Egan Slough District by 530 acres, including the site of the proposed Montana Artesian Water Company bottling plant. Mayor Johnson closed general public comment. FLN H. PUBLIC HEARING — Stillwater Bend — Growth Policy Amendment a The City Council intends to consider a proposed growth policy amendment on June 5, 2017, from Spartan Holdings, LLC on 56 acres of land. Mayor Johnson opened the public hearing and public comment. Bruce Lutz Public Comment Mr. Lutz, Senior Planner with WGM Group presented himself to Council for questions on this project. Seeing no further public comment, Mayor Johnson closed the public hearing. I. REPORTS, RECOMMENDATIONS, AND SUBSEQUENT COUNCIL ACTION Persons wishing to address the council on individual agenda items will be asked to do so following staff reports. Acquiring Knife River Property 1�o This item would approve city purchase of land adjacent to Lawrence Park from Knife River for $1, plus up to a maximum of $500 in closing costs. City Manager r Doug Russell provided the staff presentation for this item. Public Comment Mayor Johnson opened public comment. Seeing none he closed public comment. Motion to authorize the City Manager to enter into a purchase agreement for the 16-acres adjacent to Lawrence Park.
