BACKGROUND:
The City of Kalispell was awarded an USDOT TIGER grant for construction of the Glacier Rail
Park/Kalispell Core Area Development and Trail Project in October 2015. Since that time the
City has been working with the Federal Rail Administration to complete the requirements for
obligation of grant funding which is expected in July 2017. The Glacier Rail Park is the first
phase of construction under this TIGER project. In an effort to maximize the construction
season, the Glacier Rail Park construction phase was advertised for bids on May 7 and a pre -bid
meeting was held on May 23 with the clear instruction that the City intends to award the project
contingent upon the final obligation of grant funds. TIGER grant funds comprise 62% of the
funding for the Glacier Rail Park component.
Bids were received and opened on June 9, 2017, at 4:00 pm. Six responsive bids were received.

The bids were checked for mathematical accuracy and no discrepancies were found. The low
bidder is LHC by approximately $356,000. The Engineer's estimate of construction costs was
$12,229,604.59. Based on the results of the bid, it is our opinion that the bid was fair and
competitive. Therefore, we recommend that the contract be awarded to the apparent low
bidder, LHC, Inc. The City of Kalispell has the option to award the contract to the lowest
qualified bidder based on the base bid or any combination of alternatives selected. LHC, Inc.
is the lowest bidder for the base bid and with any combination of alternatives selected.

Project Overall: John said LHC did an excellent job. They met their schedule. No
issues with their submittals.
Change orders were limited to mostly missing items on the plan sheets.
John felt LHC was very responsive when MDT had issues. LHC managed their
subcontractors well. I specifically asked about the retaining walls on the project and
they said the subcontractor did a great job.

Louise said that she worked with LHC a lot in the past and is currently working with them on the
Herberger's expansion at the Kalispell Center Mall. Overall, she felt that LHC was the best site
contractor in the area. She did highly recommend that you go over the plans set especially areas
that might be confusing with the project manager and Dave Steely. Louise felt Jay McMillian
was the best project manager with LHC.
