Since that time the City has been working with the Federal Rail Administration to complete the requirements for obligation of grant funding which is expected in July 2017. The Glacier Rail Park is the first phase of construction under this TIGER project. In an effort to maximize the construction season, the Glacier Rail Park construction phase was advertised for bids on May 7 and a pre -bid meeting was held on May 23 with the clear instruction that the City intends to award the project contingent upon the final obligation of grant funds. TIGER grant funds comprise 62% of the funding for the Glacier Rail Park component. Bids were received and opened on June 9, 2017, at 4:00 pm. Six responsive bids were received. The bid results follow: Contractor Total Bid Price LHC, Inc. $1192299261.03 Schellinger Construction Co. $11,585,153.00 Missouri River Contractors $11,777,461.30 Knife River Corporation -Kalispell $13,194,669.69 Nelcon, Inc. $13,791,237.15 IMCO General Construction, Inc. $13,994,662.35 Engineer's Estimate $12,229,604.59 References for LHC, Inc. were contacted and interviewed. LHC was determined to be a responsible contractor successfully completing projects of similar size and scope in Northwest Montana. The bids were checked for mathematical accuracy and no discrepancies were found. The low bidder is LHC by approximately $356,000. The Engineer's estimate of construction costs was $12,229,604.59. Based on the results of the bid, it is our opinion that the bid was fair and competitive. Therefore, we recommend that the contract be awarded to the apparent low bidder, LHC, Inc. The City of Kalispell has the option to award the contract to the lowest qualified bidder based on the base bid or any combination of alternatives selected.
