A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, MAY 22, 2017, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARKJOHNSON PRESIDED. COUNCIL MEMBERS
JIM ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL
GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE
PRESENT.
Also present: Planning Director Tom Jentz and Senior Planner Jarod Nygren.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
Draft Growth Policy Update — Plan -It 2035
Mayor Johnson asked Nygren to explain the public comment received regarding the Health Care
section.
Jentz gave some history of the update.
Jentz and Nygren answered questions.
Jentz reviewed the next step, which is a Resolution of Intention to amend, revise or reject the growth
policy amendment and hold a public hearing.
Jentz gave some history of the growth policy, the city and Flathead County.
There was discussion regarding upcoming developments.
There was discussion regarding affordable housing.
Nygren commented there were some administrative changes that staff would like to make to the
document, but that would not require council approval.
Council determined that the Growth Policy Update should move forward with a Resolution of
Intention being placed on the Agenda for the next meeting.
Public Comment
Mayre Flowers, Citizens for a Better Flathead, asked if specific parts of the Growth Policy had been
updated and compared this growth policy to the county's, stating this has better standards.

Joe Unterreiner, Chamber of Commerce, remarked that the economy is now different and we are no
longer in a recession. He said the committee did a good job updating the health care section, and he
would like to see the city get aggressive on infrastructure building. Unterreiner also complimented
the valley's trail systems and said the tourism bureaus are playing them up to the visiting public.
Tom Rygg complimented the subcommittee on the time and diligence they spent on the update.
MAYOR/COUNCIL/CITY MANAGER REPORTS
Kuntz thanked Nygren for taking all of their comments and making sense of them and making them
understandable.
There was discussion regarding an email received about an entrance to a bike trail and a complaint
received about a boulevard.
Atkinson remarked that the Ashley Creek bridge has a large lip where it meets the trail and there are
large dips on the rest of the path. He also referred to complaints he has received about the lack of
street cleaning.
Kluesner reminded council that Wednesday night is the 4th Avenue East meeting regarding the two
way traffic changes on 3rd and 4th Avenues East.
