MEETING DATE: May 1, 2017
BACKGROUND: A new Kalispell Downtown Business Improvement District (BID) was
created by Council on April 3, 2017 as the old BID was expiring. According to Montana Code
Annotated 7-12-1121, a Board of Trustees shall be appointed with approval of the governing body
and shall appoint not less than five or more than seven owners of property within the district or
their assignees to compose the board of trustees of the District. The BID shall be governed by a
seven member board with four year staggered terms. Three of the members who are first
appointed must be designated to serve for terms of 1, 2 and 3 years, respectively, from the date of
their appointments, and two must be designated to serve for terms of 4 years. For a seven member
board there must be two additional appointments for terms of 2 years and 3 years, respectively.
A call to action letter soliciting letters of interest for board trustees was sent from the current
Downtown Business Improvement District Board to a list of property owners in the new district.
In addition a legal ad notifying the public that the city is seeking applicants for the board was
placed in the Daily Inter Lake and also posted on city social media sites and on the city webpage.
Please see the list of attachments for applicants that have submitted letters of interest.
RECOMMENDATION: Mayor Johnson offers five to seven recommendations with
respective terms to fill positions on the new Downtown Business Improvement District Board of
Trustees. The Council offers a motion to confirm the Mayoral recommendations.

Please accept this as a formal Letter of Interest in a position on the Board of Directors
for the Kalispell Business Improvement District.
I am one of two partners in Davison Development Co., LLC. Our company owns a
handful of properties in Northwest Montana, including the building located at 30 Fourth
St. East (also addressed as 410 First Ave. East). Additionally, we own residential
properties at 747 3rd Ave. West, 11 Sth Ave East, and 312 6th Ave East in downtown
Kalispell. In addition to ownership in Davison Development Co, LLC, I am part owner of
Straight Blast Gym, located in Kalispell, Whitefish, and Missoula.
I am determined to serve on the Board of Directors for the Kalispell Business
Improvement District because I'm vested in the future success of the downtown
community. In addition to owning property, I'm a business owner and resident of
downtown Kalispell. This unique position affords me a unique perspective on
community development, economic development, and what it takes for a community to
thrive. Additionally, my success in real estate, development, and business has given me
experience in what works and what can be improved.

Dear Mayor Johnson and city council members,
Now that my business has moved to Main Street, I have become much more active in
Kalispell's downtown activities. It has been a pleasure working with business
neighbors who are so enthusiastic about keeping the spirit of downtown alive. I am
thrilled to be part of the revitalization of our beloved town and would like to become a
board member of the Business Improvement District.
My background is in marketing and I have traveled the country selling wine to almost
every state. The towns I loved most were the ones that had character and their own

Good News Downtown Kalispell
The Kalispell City Council on Monday, April 3 approved the creation of the Kalispell. Business
Improvement District for 10 years. We are excited that the work of the Business Improvement
District and downtown property owners will continue. THANK YOU!

The City Council will be appointing a Board of Directors for the new BID on April 17. If you are
