Facility Plan UpdateJR01V J JPublic Works Department�' N� TO: Doug Russell, City Manager FROM: Susie Turner, P.E., Public Works Director Kalispell Public Works Department 201 lst Ave E, Kalispell, MT Kalispell.com SUBJECT: Recommendation for Engineering Consultant — Water and Wastewater Collection Facility Plan Updates and Water System Infrastructure Improvement Projects MEETING DATE: May 1, 2017 BACKGROUND: The 2008 Kalispell Water and Wastewater Collection Facility Plans provide a goal for infrastructure improvements of the existing utility systems and new improvements to meet future development. Since the time of adoption, many of the improvements have been completed and the City's utility infrastructure has expanded primarily in the north, west, and south areas of Kalispell. As new development demands are forecasted and existing aging infrastructure falters, facility plan updates are required to once again ensure the planning, projects, and management of the utility systems meet sustainability goals to service the community of Kalispell. Additionally, the City requires professional services for the planning, design, and construction of future water improvements including the completion of a new water source in Section 36 located next to the Flathead 911 Emergency Communications Center, a water storage facility, and transmission mains in the City's upper pressure zone. The City advertised a request for Statements of Qualifications for Professional Service in April of 2017. The City received three (3) Statements of Qualifications from the following local and regional engineering firms: HDR, AE2S, and Morrison-Maierle Engineering (MMI). REQUIRED SERVICES: The services to be provided for this project include: 1. Water Facility Plan Update 2. Wastewater Collection Facility Plan Update 3. Water System Improvement Designs and Construction Management for Section 36 Well and potential new Storage Tank RECOMMENDATION: A selection committee of five composed of city staff from Public Works, Planning, and Parks and Recreation reviewed and scored the submittals. AE2S was selected and is recommended based on technical references, relevant project experience, and contract approach /management, and performance criteria. ACTION REQUESTED: Motion to select AE2S as the Professional Consultant for the Water and Wastewater Collection Facility Plan Updates and Water System Infrastructure Improvement Proj ects. FISCAL EFFECTS: Funds for the professional service are allocated in the FY 17 and 18 budgets from the following funds and line items: Water Fund 953 Section 36 Well, Water Fund 356 Consultants, and Sewer Fund 356 Consultants. ALTERNATIVES: As suggested by the City Council.
