SUBJECT: Peterson Alley Sanitary Sewer Improvement Project
MEETING: April 3, 2017
BACKGROUND: The Peterson Alley Sewer Replacement Project was selected to improve the
City of Kalispell Sanitary Sewer Collection System. The project is located in Peterson Alley (first
alley south of Peterson Elementary School) from South Meridian Road to its eastern terminus at
I Ith Alley West. There are a total of 13 dwellings or equivalent residential units that receive
sanitary sewer services along this main. Existing sanitary sewer along this alignment is provided
with varying pipe sizes from 4 inch to 8 inch, all gravity flow. The existing main has root intrusion
and a history of backups, especially along the smaller diameter sections. Replacement of the
existing collection line and manholes will increase system reliability, reduce backups and reduce
collection system infiltration.
Bids were received on Thursday March 23, 2017 at 2:30 PM. Four responsive bids were received
from local contractors:

References for NCC Neumann Construction, Inc. were contacted and interviewed. NCC Neumann
Construction, Inc. was determined to be a responsive and responsible contractor successfully
completing similar projects in Northwest Montana.
STAFF RECOMMENDATIONS: Award the bid for the Peterson Alley Sanitary Sewer
Improvement Project to NCC Neumann Construction, Inc.
ACTION REQUESTED: Motion to award the Peterson Alley Sanitary Sewer Improvement
Project to NCC Neumann Construction, Inc. with the execution of the total amount bid for
$208,358.50.
FISCAL EFFECTS: The total project construction cost will be funded by the Sewer Fund (5310).
Line item 5310-454-430630-952 (Peterson School) has adequate funds for the completion of this
project with a current balance of $283,566.
ALTERNATIVES: As suggested and approved by the City Council.
