1. Call to Order:

2. Minutes of March 16, 2007 Board Meeting:
Moved to approve by John Hinchey, Bill Goodman, seconds, Approved by all present.

4. Financial Statement of March 2007:
Moved to approve financials Bill Goodman, John Hinchey seconds. Approved by all present.
Motion to approve Fiscal year '07208 budget made by Bill Goodman, Richard Nelson seconds.
Approved by all present.
S. Updates from KPC office:
Tickets, Parking Permit Revenue, and Meter Collection — See New Reports
Notices & Summons — Current notices & summons —continuous work in progress.
Researching Garnishment & Collections:
Charging Offender's w/Collection Fees- If a court case has a summons we can
charge the collection fee or any other fees mail, service etc. If it has not been
adjudicated by a judge then we cannot. The fees or charges must be added or
deducted as a percentage of the collection amount. We can go ahead and turn into
collections and they may collect a few but the ones that people refuse to pay or goes to
court the collection agency will not pursue it they will hand it right back to us.
Municipal Services Bureau (MSB) sending us packets for next meeting. They have
been in contact a few times with questions as to amount of tickets and outstanding
cases etc. Still looking around at local collection agencies.
Alert Security — Garnishments/Collections in Missoula. New information from them
regarding garnishment and collections. Rachel will get a writ of execution and get these
started with Alert.
6. New Business:
Michael Blend — Michael Blend (8:01 am) & Lindsey McDonald (7:45 am), Business Owners
Regarding parking for his building in the O'Neal Lot. Letter submitted earlier to the board for
review requesting signed parking for Colter Coffee customers and patrons. Every one in town
would love to have signed reserved parking for their customers unfortunately KPC cannot offer
that to everyone and we have to be fair not only to other downtown businesses but also to our

current permit holders. Meters were in the lot previously but they were not utilized or efficient.
The lot may look empty but every space is sold plus 10% oversold to accommodate for part-
time workers and those on vacation. Discussion followed. There are a few on street spaces
that are not being used in front of the Montana Stone Gallery. There are yellow stripes in front
of the building. Public Works will need to be contacted first to see if this idea is even do able
before contacting the business owner. Bill Goodman is going to explore this idea and see if it is
workable. Janet will give Jim Hansz a call regarding this issue and Rachel will put a work order
in to put another permit parking only sign on the other side of the drive at half the height so
that incoming vehicles can read it at eye level.
Spring Lot Maintenance — Janet got an E-mail from the Downtown Merchants Association and
it looks like they are going to be sweeping the alley and the lots around April 21". Rachel will
start up maintenance in May. Janet will give Jim Patrick a call regarding the lot and
maintaining the pavement and holes for Eagles Lot and the Skyline Lot and a few of the
others. Same services as last year with 4 Seasons.
Spring Sweeping & Striping — Same services as last year with Black Magic. Rachel will re-count
spaces since we had some shift with the re -striping last year and then get it scheduled as soon
as possible.
7. Unfinished Business:
Valley Bank — No recent updates.
Line Spacing — Mark was to follow through with Jim Hansz and make sure it was on the
summer schedule at the city. Mark absent from mtg. Update in the May meeting.
Central School South Lot — No response yet from the Mayor or City Council.
Laser/School Dist. #5 Letter — Called School Dist #5, directed me to Kevin Calnan director of
the school. According to him they are tentatively planning on turning the basketball court into
parking with 40 spaces. There will be 55-60 cars parking at the school all day long. They are
working with Chuck Cassidy from the High school on this project. He said he would have a
rendering of the project soon and they are designing it like the Lutheran Church Lot on 1st Ave
E. although their lot will be smaller. Mr. Calnan does not anticipate any problems with the
parking. They have only had 4 complaints in 4 years and have always been good neighbors to
the residents where their students park now. Students will be required to obey 15 Mi speed
limits etc. Rachel let him know KPC would like to send a letter. See Rachel's Rough Draft.
Discussion followed. Letter approved and sent with permit policies packet.

meet the needs of downtown's customers, employees, visitors, and residents.
