03-23-17 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, March 23, 2017 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Patrick Jentz, Engineer I Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: First American Title — 219 E. Center; new office building. They will be getting additional plans in soon. This will be on the agenda next week. KRMC — 320 Sunnyview Lane; G.I. Building (new digestive health building). This will be going off the north of the existing building, right near the Women's/Children's Clinic. They are planning for an April start. The PUD was passed by Council this week. Their ARC review is set for March 28th Tabler stated the first review has been completed, and Public Works will be sending out comments soon. We need a Parking Analysis. This will be on the agenda for next week. Immanuel Lutheran — 20 Claremont; Phase 2 of the expansion of existing retirement community. We are still working on the bike path issue. We had a meeting with them earlier in the week. Their engineer will take our comments back to Immanuel Lutheran Home to discuss. This issue needs to be resolved or will need to go to a higher level. This will be on the agenda for next week. Spring Prairie 4 (mini -anchor) — Old Reserve/Hwy 93 N; new retail. The anchor north of Hobby Lobby, with one pad but two tenants. They have only sent renderings for one of the retailers to ARC. They are still figuring out who the other tenant will be. Blumenstein will be coming to Kalispell on March 28th for ARC. That would be a good time to meet with her regarding any issues you may have with this anchor. Nygren believes the north side should be landscaped instead of sidewalk that goes nowhere. There will be some changes on their revised drawings. Everyone is good with the crossings. Screening was discussed. This will be on the agenda for next week. Green Nissan — The Hyundai auto dealer will be coming in soon. The plan is a mirror image of the first one. They would have a common driveway. Comments have been sent out by Public Works. Sorensen mentioned the PUD would require a study to see if a lift station is necessary. Tabler will look into it. A Traffic Analysis will need to be completed and improvements made along Lower Valley Road based on the study. Freyholtz stated that the Traffic Study was submitted to MDT and they are reviewing it. Tabler would like to see the study for the Lower Valley Road area. The extra lot that is further down will need to have access after the boundary line adjustment is made. They could provide an easement to the existing access. This will be on the agenda for next week. 7 Main Street — change of use to ballet studio; adding shed roof over alley entryway. This is presently a vacant building. Tabler will go look at the proposed shed roof area. No site plan has been submitted. This will be on the agenda for next week. NEW BUSINESS: 45 — 6th Ave W —just off of Center St; convert existing space to retail. They want to wall some areas off and create some more retail spaces. When we gave them approvals to do everything in the front, they were supposed to establish more parking in the back and close some things off. PLANNING OFFICE ITEMS: KRMC PUD — This was approved through Council this week. Casa Mexico — They are planning a 2,000+ sq. ft. addition to the back of their location for a bar/lounge and accessory casino. This is a separate building/separate entrance from the restaurant itself. There is a sewer line in the alley. The plat names it as a public alley, but the City may need to take ownership of it. Tabler will take a look at the alley. OTHER REPORTS: Ford Dealership — Public Works is still in review of the overall development. Tabler noted that Public Works has gone through one set of review and comments with the engineer. Ford wants the pad ready and available to go vertical by May 15th. Their water line is coming from the Armory down to the cascade. They will need a source of water for their own construction. They may not get their MDT approvals until mid -June or July. They could get a temporary access from MDT during the review process, but the City wants to be able to get this Final Platted. Dedman stated that once they bring in combustibles, the project will be stopped until they pave enough area that the fire truck can have access within 150 feet to all points of the building and to the hydrant. MDT has approved the intersection. Ford is hoping to open by Thanksgiving. Glacier Rail Park — Public Works is done with their review. They are going to bid in April.
