06-27-06 ARC MinutesMINUTES ARCHITECTURAL REVIEW COMMITTEE DATE: Tuesday, June 27, 2006; 7:30 a.m., Red's Wines & Blues MEMBERS PRESENT: Gini Ogle (Chair), Bill Goodman, Corey Johnson, Mark Norley, John Hinchey OTHERS PRESENT: City Staff - PJ Sorensen, Tom Jentz Guests — Siobnan Byrne and Meg Lindberg (Kalispell Center Mall); Carl (Jackola/Western Building Center); Steve Johnson and Scott Warner (Johnson Dental); Kent Clausen (Holiday Inn Express); Keith Beldon (Morrison-Maierle/Starbucks) Hear the Public: None Old Business: Starbucks (Spring Prairie/Hwy 93N) {discussed at the end of the meeting} has submitted additional samples and photos for consideration. The committee still feels that the look is not a good fit in our area. Specifically, the committee discussed a more substantial stone base, replacing the metal trellis with a glue -lam beam, repeating the drive-thru treatment one or more times, the "paneled" appearance, and adding some treatment to the corners. Mark moved and John seconded a motion to pass the suggestions on to the developer. Passed 5-0. New Business: Kalispell Center Mall (20 N Main) previously submitted an aluminum face panel for the new freestanding signs. Siobnan Byrne presented the proposal. They wish to change a portion of the sign to a lexan face for the smaller tenants. The lexan will be backcoated to give the same appearance as the aluminum face. Discussion noted that the aluminum face is more elegant and may be a better match with the higher quality structure. Corey moved to approve the "Option 2" change, with the provision that if one of the 5 foot panels were to be used by an anchor tenant, it would be changed to aluminum. Mark seconded. Approved 5-0. Western Building Center (1745 3rd Ave E) is moving a shed and adding a storage lean- to on its existing building. This proposal is the first step in a larger project for this summer. Several comments relating to parking, sidewalks, etc. can be addressed as part of the larger project. Mark moved to approve, John seconded. Approved 5-0. Johnson Dental (3 Sunset Plaza) is proposing an expansion to an existing dental office, with the color and material to match. There is a setback issue on the rear of the building which will need to be addressed. Bill moved to approve, Corey seconded. Approved 4-0 (John abstained). Holiday Inn Express (Spring Prairie) has submitted plans for a new hotel west of Lowes. Kent Clausen presented the project. Discussion centered primarily on colors, materials, and the appearance from Treeline Road and the by-pass. There was a suggestion to carry the arch element to other peaks. John moved to approve subject to extending vertical beams with natural material, using brown roofing rather than green, using sage green color on galvanized steel, and changing the carport to match the other elements of the building. John moved to approve, corey seconded. Approved 5-0.
