Approval of Minutes: Minutes of September 12 meeting accepted as presented
Old Business:
Hilton Garden Inn did not submit any new information.
Montana Furniture (2240 Hwy 93 S) has revised their earlier submittal. Steve Buenz
presented the new plan, which involved a smaller footprint. He discussed the airport
height restrictions. He also discussed how the entries were more balanced. The general
signage concept at the entries was addressed. Corey moved to approve, John seconded.
Approved 6-0.
New Business:
204 5th Ave E is an historical residence on the east side. The owners would like to add a
porch on the front of the house, but it would encroach into a setback area. Under the
zoning ordinance, such encroachments are allowed if the home is on or is eligible to be on
the historical registry and the proposal is designed to restore historical integrity of the
building. This proposal meets those criteria. The ordinance then requires ARC review
prior to final approval. Bryan Schutt presented the project, and noted that they may go
back to brick in the long-term. The house actually did have a full front porch at one time.
The committee noted some concern that the spiral metal railing may not be the best
choice for historical purposes. Bill moved to approve the project as presented. John and
Mark seconded. Approved 6-0.
Eisinger Motors (W Reserve/Hwy 93) was presented by Kim Larson. The auto sales lot
would have 2 buildings. Some discussion regarding the frontage road. The metal is an
aluminum composite (a sample was presented) with a silver color. The EIFS is white and
will match between the buildings, and the silvers/blues on the 2 buildings will likely be a
bit darker on one. The GM building will need to screen an air handler. They may adjust
the windows by raising them and adding a rock trim at the base. Discussion regarding
additional landscaping in the asphalt lot; it would be better to do a large internal island
than to simply enlarge the buffer. John moved to conditionally approve the project subject
to additional review for the landscaping, matching the colors, the window/rock base
revision, the screening of the air handler, the location of signage, and additional lighting
details. Mark seconded. Approved 5-0. (Ken had to leave prior to voting)
The 59 3"d Ave WN project is a new warehouse for an electrical contractor. It is located
in a business/industrial area. Ned Halling and Mark Waatti presented the project. They
displayed samples of materials and discussed lighting. There are some existing
shrubs/trees which they are hoping to use as part of their landscaping. The committee
noted that they should irrigate. Mark moved to approve provided they replace the
landscaping if it needs to be removed for construction. Corey seconded. Approved 5-0.
Buffalo Mountain Real Estate (19 Appleway) did not submit ARC plans.
Other Discussion:
The Building Department is moving this week to the old Salvation Army building at 411
1st Ave W.
