Performance Bond Reminders: Mountain Vista Ph 1 was extended for 1 year and dropped to
about $20,000. A bond for Blue Herron expires today — all work is completed.
OLD BUSINESS:
Courthouse East — 723 — 5th Ave E — No new information was received. Contractor has
been told that he needs to submit rest of information in several areas before the building
permit will be issued.
West One Bank — 222 W Idaho; curb replacement/relocation — They withdrew the request.
NEW BUSINESS:
Parkside Credit Union — 55 Heritage Way; adding a drive-thru lane and canopy; They have
a minimum requirement of 54 parking spaces. The proposal drops it to 50. They also want a
new access off of Commons Loop. Discussion regarding access, traffic circulation, and
parking. They were asked to install a sidewalk along Heritage Way out to Hwy 93.
KRMC — Proposing a 14 bed addition to the south side of the lower floor of the old patient
tower. Needs an admin CUP. The on -site construction would be modular so it could be
disassembled later and moved elsewhere. Utilities will be extended from the existing building
into the addition. Parking spaces will have to be relocated and the loading dock will have to
be reconfigured. Required parking will have to be analyzed. A lighting plan needs to be
submitted. Need a full size parking plan. No change to drainage. Proposed landscaping was
discussed. Needs to submit a landscaping plan. Property lines need to be located and shown
on the plans. Feb 13 ARC. KRMC will check guidelines/regs for the helipad. Existing 10
bed area adjoining the addition will be remodeled at the same time.
Penco — 2310 Hwy 93 S; New storage building. They will move it as close to the property
line away from the airport as possible due to airport regs. No need for extra paving or
drainage plan. F Ray will conduct a site visit to review the relationship between the new
building, access and hydrant location. Will be on agenda next week.
The Meadows Clubhouse — 4 Mile Dr development/PUD; The clubhouse is in the middle.
There are several PUD requirements that must be met before building permits can be issued,
e.g. install 2/3 of infrastructure, bonding, street lighting plan, public works approval of utility
design, dedicated easements, improvements in 4 Mile Drive need to be installed, traffic study
needs to be submitted, landscape plan needs to be submitted, SID waiver, no weed abatement
plan, no signed development agreement, among other things. Fire access during construction
may be an issue. Parking for the clubhouse was addressed under the PUD. Public Works will
need to send street names and addresses to Building Dept. Submittal appears to be
premature.
Milbrandt Apartment Complex — 1711 5th Ave E; 2nd and 3rd units on this property, which
is also part of a larger 17 unit development. It received a CUP previously. Building Dept will
review as a duplex because the building contains only 2 units, although it has 3 attached single
car garages. Needs lighting plan, landscaping plan, SID waiver, and recorded access
easement. The CUP requires utility approvals. Separate water and sewer service lines will be
required between the building and the mains on 5th. P7 will ask Barry to coordinate with
Eagle Transit and Public Works.
PLANNING OFFICE ITEMS:
Turners — will be back in with their proposed development off Foys Lake Rd. Provide
comments to Sean.
Airport Road subdivision — Tracts 2A and 2E contain 10 acres off Airport Road. It would
need to annex and be assigned zoning. Proposed plan shows a 1300 ft road that leads to a
cul-de-sac. There is no support to waive the 600 ft rule and allow that length. Discussion
regarding temporary cul-de-sacs and easements for future connections to adjoining properties.
Trumble Creek Crossing — annexation of land east of Hwy 2 near Rose Crossing. They
have to address floodplain issues. Sean will send around for comments.
Conditional Use Permits — Nicole has 2 CUPs that she will get info out shortly for
discussion next week
Spring Creek — F Ray will send a letter to Sean about water and hydrants in Spring Creek.
Westwood Park — The secondary access road/floodplain development matter needs to be
addressed. There have been some discussions regarding utilizing a fire turnaround in lieu of
upgrading the existing culvert and road access. The current proposal does not work well for
the Fire Dept with the narrow (14 ft) road and steep sides, particularly in an emergency
situation. The change also works much better from a floodplain perspective. Some concern
that this would become a new standard, and its implications on other projects. Given the
topographical constraints and the PUD designation, this situation is distinguishable. Council
will need to ultimately approve the change.
OTHER REPORTS:
New Parks Superintendent — Jennifer reported that Chad Fincher was hired as the new
Parks Superintendent. He spent 9 years in Whitefish and will start here Feb 20.
