OLD BUSINESS:
The Meadows — 4 Mile Drive development; new clubhouse building — Ray has not heard
from them lately. The residential units and the townhouse have gone through Architectural
Review. They plan on sprinklering the clubhouse. We are still waiting for the PUD issues to
be resolved.
Double J Econolodge — 1680 Hwy 93 S — addition to existing hotel for six new rooms — The
drainage line does go through the existing building. We could ask for an easement to the
drain line along the side of it.
Milbrandt Apartments — 1711 — 5th Ave E; adding two -unit building to existing apartment
complex. He will be responding soon to the comments we gave them.
NEW BUSINESS:
Westwood PUD amendment — consideration of proposed amendment to accept a modified
hammerhead turnaround in lieu of a 14 ft. wide secondary access. The existing conditions
require a 14 ft access to be provided over an existing crossing over Spring Creek. The access
would have to be elevated 2 ft above base flood elevation. Once they got into the design
phase, the condition does not work well for the Fire Dept or under the floodplain regulations.
They have proposed a modified turnaround with a limited amount of fill in the floodplain (but
outside of the floodway). The Fire Dept would prefer this option. The change is deemed to
be minor and approved. We will send it on to Charlie to incorporate in the PUD.
PLANNING OFFICE ITEMS:
Espresso Stand - Sands Surveying — Subdivision (one parcel) on Highway 2 between the
highway and Fatt Boys, creating Lot 213, '/z of the lot is covered in asphalt. Erica Wirtala and
Kits Smith — considered as a major subdivision. Includes approach off of Highway 2. Offered
some of this as parking to Fatt Boys where they have been encroaching and also put in a
coffee stand. Already have sewer and water. This would be right in front of the on and off
ramps for the by-pass, which makes it a good business location. They should do a preliminary
site plan for the espresso stand -- this is an odd shaped lot, and they may have difficulty
getting it to meet their stacking requirements, etc. Fatt Boys may have an easement already
for the parking there. There looks like a culvert is located on the lot also. Erica will look into
these issues before submitting their application. The existing sign will be removed. The
dedicated fire lane to Loren's will need to be maintained with no parking on it. Paul would
like to see them push the access to the northwest to avoid stacking into the highway and also
barricade between Fatt Boys and this project.
Cottage Gardens — They want to do an access road between 2 lots to access 2 additional
lots. Fire does not support this variance request. They plan to talk with Ray about this.
Reconfiguration of the lot lines could allow for a cul-de-sac. They will also need to show
drainage, as they will need pre-treatment and detention. Both intersections will need
crosswalks. The access to the park would be part of the park. Staff is not supporting the
variance request. They could do a gravel bike path along the creek, possibly as part of the
park land.
Three Mile Views — Was there a Homeowners' Association to maintain the cul-de-sac? The
agreed upon landscaping was never done. Also need a bike path connection at the drainage.
Recommend they pull the lot lines back to allow for the cul-de-sac and the storm drainage.
OTHER REPORTS:
Flathead Youth Attention Home — EN neighborhood off of East Oregon St and 8th Ave EN
— have considered our comments from our previous meeting. They have repositioned the
building to meet the setbacks. The driveway will extend to the edge of the pavement. They
will maintain the elevation, and will sign a waiver of protest to an SID. On site drainage is
suggested. They will be required to sprinkler the building because of the fire flows.
Starling Development — Section 35 — will be submitting an application the first week of
April. Will be coming in with a PUD.
Eagle Transit Passenger Shelters — Jim Atkinson noted that a company will be installing
passenger shelters with three glass walls, a short bench and room for a wheelchair. There is
no cost for these but the company will put advertising on one of the walls of each unit. They
plan to put up 25 or so units in the valley. Initially, there will be four installed in various
areas.
KRMC — CUP for hospital to move their kindergarten and Dinosore Clinic into the basement
of the V.A. Clinic.
Blood Drive — Mark mentioned that Terri in Public Works is heading up a City Hall Blood
Drive on March 20t'`
