OLD BUSINESS:
The Meadows — 4 Mile Drive development; new clubhouse building and condominium
buildings — They are still doing their PUD and infrastructure. Once access and fire flows
are taken care of, they can get their building permit.
Double J Econolodge — 1680 Hwy 93 S — addition to existing hotel for six new rooms -
Mark Johnson, Architect - storm drainage under the building. U-Dig and Public Works
are trying to locate the accurate location. It is 3-4' below excavation. Frank suggested
they could span across the site with spread footing. They will take measures to avoid
adding any structural load to the existing underground storm water pipe. Frank also
suggested that they may want to put a concrete encasement around it, contiguous with the
footing. Mark will check with their engineer, but would rather not disturb anything. If the
storm sewer fails, the building will fail. Frank will check with the owner to see if he could
get an easement through the parking lot. There are catch basins that have been
functioning. After it is located, they will need to get together with Public Works to take a
closer look at this. This could be a private drain line. The building permit could be issued,
but they must recognize the risk of building over the storm drain. The fire wall that
separates the old construction needs to be approved by the Building Department.
Milbrandt Apartments - He is working with Ray to solidify the access of the parking
areas. Leave for PJ.
Glacier Quilts - Parking stalls on internal access on the east side of the building is an
issue. This does connect to the Target shopping area. Keep on the agenda until PJ's
return. The 5" pipe needs to be a 6" on the RWL. The building is 5,800 sq. ft. Will not
be sprinklered. The Fire Department has a concern with their hanging quilts throughout
the building as this is a fire hazard.
NEW BUSINESS:
None.
PLANNING OFFICE ITEMS:
Valley Ranch - 80 acres on Highway 93 and Ponderosa, across from Northern Pines Golf
Course. This would be an independent living facility. Zoned R-2 with annexation into the
City. Provide ground work, get their PUD, and then follow-up with the subdivision later.
There will be 40 independent units, townhouses, and parks. Their 15 acres of parks have
no connectivity and work more as a buffer. Their PUD will not grant the approval of the
park locations. They need to show a full movement access plan. The assisted living
portion needs to have an automatic fire sprinkler plan. They should think about putting in
a single enclosed mail facility. They could string 10-12 units together. They will have
private alleys. Visitor parking would be on the street on one side. Would need off street
loading area for bus pickup/drop off. Request front wall off sets or spaced between a
group of units. Also, a place to store boats or trailers. No elevations yet.
Williams + Krack Subdivision - On Airport Road with a 1,200 foot long cul-de-sac. Do
first front five acres, and then put in a temporary cul-de-sac. When large surrounding
acres go in, they would need some other access.
OTHER REPORTS:
Holiday Inn Express - Chad said the landscaping could not be approved because there
weren't any street trees in back of Lowe's. T D & H are doing the road from the Lowe's
road. There is an issue as to different developers doing the road. Goldberg and Holiday
Inn need to work out the street trees. Sean spoke with Jeff at APEC. The Holiday Inn
could bond for this work.
