Performance Bond Reminders: Mark is working with Stillwater Bluffs. Also discussion
related to Stratford street lighting.
OLD BUSINESS:
Milbrandt Apartments — 1711 — 5th Ave E; — nothing new.
Mountain Mudd — 130 W Idaho; espresso stand — by King Buffet. Temporarily withdrawn
by applicant because they are focusing on 1-2 other locations. They will resubmit with our
required changes when they are ready to work on this one.
NEW BUSINESS: None
PLANNING OFFICE ITEMS:
Westview Business Park — requesting a plat amendment (creating 3 lots out of 2); discussion
about storm drainage issues on the southern part of the subdivision and lot 1. It does not
appear that the drainage swale along the southern PL could be addressed at this time since it
is not necessary in order to mitigate the proposed change. The updated easement on lot 1
should included.
Holmquist — 14th St and 8th Ave E; one larger lot that they would like to divide into 3. 2 lots
is more practical due to the need for a 60 ft ROW to access the third lot (they can do a flag
lot if they stay at 2). Width of the flag lot frontage is 20 ft unless they need a 20 ft paved fire
lane — provide added width for drainage. Public Works would not support a road
abandonment. Discussion relating to ROW improvements and utility connections. Extension
for a hydrant may be needed.
Westwood — they will do the bridge and have withdrawn the requested amendment
Ashley Park Ph 9 — they need a second access/roadway reserve along the east side of the
subdivision. No spite strips. They need to address noise mitigation and provide a bike path
connection. They need to document fill quality and compaction. We should consider
including language about a stormwater permit in all new preliminary plat approvals.
Starling Group — Section 35 next to Glacier High School is coming.
OTHER REPORTS:
New Building Permit Applications - FVCC is remodeling existing classrooms and the
Greenery has submitted for another tenant space. Neither will be on the site review agenda
since they do not constitute an expansion or change of use. The Sons of Norway building will
be submitting plans for remodeling the building to create offices.
38 8th Ave W — previously approved apartment building; they appear to be moving towards
pulling a permit and beginning construction
Hutton Ranch Food Court — site plan e-mailed to Susie
Lone Pine Trails — Fire is OK with building permits; Public Works has not issued a
certification for permits due to the failure to adequately provide the secondary emergency
access
Courthouse East — previsously conditionally approved; punchlist items — Parks (Jennifer said
they are OK); Fire Dept has approved site issues (any code issues to be coordinated with
Jeff); Building Dept needs to check off on accessible routes and bind parcels together. Public
Works needs to accept the bonding (they may need to adjust the format that they submitted),
drainage plan, and bridge construction (bridge can wait until the coffee house permit).
Silverbrook — starting construction
Meridian Pointe apartments — discussion relating to the blocked access
