OLD BUSINESS:
Milbrandt Apartments — 1711 — 5th Ave E; adding 2-unit building to existing apartment
complex — They are working with Charlie on the S.I.D. (Barry still needs to sign it). They
have submitted a lighting plan (which has some issues), their handicapped issues have been
resolved, but the utilities have two service lines coming into the same property. This is
conditionally approved. They will need to talk with Public Works to resolve the service line
issue, revise the lighting plan, and sign the S.I.D.
NEW BUSINESS:
Sons of Norway Building — 347 — 1gt Ave E; change of use to office. They are turning this
into office space to get more head room. No building plans have been submitted yet. Mostly
internal changes, with some external changes as far as the siding and awnings. Approved by
Site Review.
Universal Athletics — N Meridian; new retail building — they are further along on the grading
utility -wise. The building square footage was changed a bit. This will be a single -story
building with a parapet. The light pole height needs to be equal with the building. Water and
sewer will be off of Husky. They are aware of the contaminated soil nearby. They will need a
cross -easement with the property to the south, and it will need to be shown. They have
coordinated with the utility companies. Parking counts are only if all of the project is for
Universal Athletics, but separate retail lease spaces (or other uses) could change these parking
counts. They will look into this. The 35' separation requirement from the curb cut to the
street corner is not squared off, but is okay with Public Works. The monument sign by the
intersection may be a problem, and the 2' overhang on the parking spot. Their canopy was
discussed, and Toby suggested they only put an awning on the parapet. Calculations have not
been provided. They will need to do some drainage and water treatment. Fire is okay with
this project. M.D.O.T. has no problems with this. They will come back with a landscaping
plan. This will be addressed off of Meridian.
PLANNING OFFICE ITEMS:
Starling — Section 35 - West Reserve and Stillwater, next to Glacier High School, 640 acre
design concept, with 2,500 — 3,000 units. Will be requesting annexation into the City, a
growth policy amendment, and a P.U.D. Parks began the review of this project and noted
that they have a number of basketball courts proposed. Chad suggested that some ofthese be
tennis courts. Parks will need to further review this project. There will be a 15' detention
pond for storm water, and irrigation for other ponds. It will freeze in the winter time and can
be used for a skating rink. Public Works is still looking at this. Water from parking lots will
need to be treated before it reaches the pond. They will have streets with alley designs. The
outlying four-plex accesses are off the alley and front toward the common area. Fire has
concerns about fire access. There is a 30' easement, and there will be no parking on the
street. Fire has concerns with 38A. The parent home lots are more like townhouses. There
will not be any duplexes. The row houses will be in groups of five. They will be having their
own Architectural Review Committee to check off on each project. They have a perimeter
path that is proposed as gravel. Parks and Public Works would like this path/sidewalk paved.
The Home Owners' Association will maintain the parks and path, including winter plowing
and summer sweeping. West Reserve and Stillwater will have two large landscape boulevards
with curb and gutter that will also be maintained by the Home Owners' Assoc. A parks
maintenance district will be developed. Right-of-way roundabout needs to be shown. PJ
voiced a concern about the allowed uses under the PUD (in terms of both allowable density
and how they would fit on site). Discussed pros and cons of the performance zoning
development standards they have proposed. Phase 1-B easement was discussed. They could
put in a "fire lane only" along the common area to front with the front of the units where the
addresses are. Have the developer do one section of homes and then put in the sidewalk at
that time. Drainage will go to a swale that will go into the pond. There will be a middle
school built here. There will be another meeting on this project tomorrow with PJ, Nicole,
Sean, and Tom. If you have any other conditions for the P.U.D., please send them to Sean.
This will be on the agenda for next week.
Westview Business Center — on Westview Park Place — Regarding the trees on the north
side of the property, there was a warranty of bond on the south side. The trees on the north
side are dying, and the bond is expired. The two-year warranty period should cover these
trees. They had an S.I.A. on this project that expired. Paul will check with Mark on this.

Bonds — Bonds and money for sidewalks were discussed.
