Performance Bond Reminders: Mark noted that the Certificate of Occupancy at Fun Beverage
allowed for a 20 foot landscaping buffer with a bike path easement on Demersville Road. The
grade may not allow for it. He will check the bond.
OLD BUSINESS:
Universal Athletics — N Meridian; new retail building — They have made some corrections,
elevations are provided, added some compact parking, and are working on a cross -easement
to access their property. There is a possible future parking zone. Public Works will require a
five foot boulevard between the sidewalk and curb at Husky. The monument sign is probably
not going to work according to the vision triangle requirements. The sign should be set back
15 feet from the property lines or provide free air space. This can be worked out when the
sign permit is issued. Parking numbers will be worked out. Their opening date is August 13r''
before the County Fair begins. They would like to begin paving and landscaping, curb and
gutter, and get the utilities stubbed into the building area. No sign -off on drainage yet.
Erosion permit? Drainage is one of the major issues that need to be resolved with Susie.
There are also some zoning issues, such as lighting, that will need to be completed before the
permit is issued. They did get a joint access easement with no specific width. They have an
idea of where the contaminated soil is located. They will consult with DEQ if the issue arises.
They will be meeting with MDOT today regarding access.
NEW BUSINESS:
None.
PLANNING OFFICE ITEMS:
Starling — Phase One — Stillwater Road and West Reserve. Aspects of the PUD were
discussed. Cluster units will be brought into compliance with the fire code to 150 feet. They
will need to address garbage collection and snow removal. They have proposed a 30 foot
wide easement. They need to make this into a 20 foot driving surface, reduce the road to 233
feet and create overflow parking. Frank would prefer a 60 foot standard City road with
walkways, on -site parking, access for garbage and fire. The alleyways and parks are
maintained by the homeowners. 16 foot paved width. They will provide a blow up of the
area to show how it works. The alley will be an inverted crown for drainage. They could
also pipe out the drainage if needed. There will be either 4,000 or 2,000 sq. ft. units. Density
was discussed. Projects other than SFRs and duplexes will need to go through Architectural
Review. There will be a trail system around their property. They will be improving West
Reserve and Stillwater. The bike path will be maintained by the homeowner's association.
They will need annual inspections to function as a public park but will be taken care of
privately. Logan Drive and Logan Court names are too similar and should be changed.
Variances and intersections for the PUD had been discussed previously. 28' wide road with
concrete spill curb or a Moe strip. Could invert landscaping a bit for drainage. 60-E? Their
goal is to try to keep storm water on the surface. As of right now, this will need to be
modified. 3 8-A has afire issue. This needs to be 20 feet wide with no parking. There willbe
17 phases, and each phase will be approved separately through Site Review. They are geared
for lower priced housing. The crowns have a 2-3% grade. Lighting requirements were
discussed. They will bring in foot candles for Public Works. The lights will be maintained by
the homeowners. There will be a lift station near the front entrance with an above ground
generator to be housed in a building. The monument signs were discussed.
OTHER REPORTS:
Hanger Pad — Two hanger pads at the City Airport, A-4 and A-5, are being combined into
one unit. They are working with Fred Leistiko on this.
Glacier High School Storage Building — The new school will be coming in with plans for a
storage building.
338 Main — They will be demolishing off some of the building and remodeling the rest. This
will be coming in soon.
Old School Station — This project had a ten foot walking path around the project as a
County condition. Mark asked when this would be put in. Discussion was held, and he will
check on the bond for this. This could be enforced by putting it in the SIA.
