Performance Bond Reminders:
Kalispell Center Mall — Engineer estimate, partial release has been request by Public
Works to Finance.
Cedar Commons — Michael Blend project —just for five feet of curb and warranty/
maintenance bonds for two years on this.
OLD BUSINESS:
Morrison-Maierle — Fire is okay with this project. Storm pond should be located entirely
on their property. 12,000 sq. ft. Need a complete Lighting Plan. Parks is waiting for the
approval of the retention pond by Public Works. Parks accepted the rest of their
Landscaping Plan. The striped islands at the entrance do not include planters per their
most recent submittal. Mark suggested they put in a sidewalk to connect the public road
to their building. The original Landscape Plan that showed potentillas on the islands is the
one Chad agrees to. They still need a Drainage Plan. The bike path is being taken care of
with the SID. The light in the right-of-way will be looked at by Public Works.
Conditionally approved with the above conditions.
1050 North Meridian — new dentist office - 4,200 sq. ft. — Michael Blend is the
Developer. They just did a boundary line adjustment to orient the lots to Meridian. Susie
has approved the drainage, which has been put in. Michael is doing the parking lot. The
base is in for the whole project, and a portion of the paving will be done now. This will be
a common parking lot. If we go to a 1 to 300 parking ratio this fall, then the amount of
parking required would go down. We will approve the parking for the future parking
spaces. There will be a two foot setback along the property line. If the three additional
parking spaces in the back are necessary at the time of the C of O, they will be put in.
Otherwise, the 3 spaces off of Liberty will not be installed. Parks will need a more
detailed Landscaping Plan. They will need to supply cut sheets with their Lighting Plan,
go through Architectural Review, and complete the five foot sidewalk and five foot
boulevard to the end of the property line in the right-of-way. The basement is 1,500 sq. ft.
and has one window well. They may need to sprinkler the basement. This is conditionally
approved.
NEW BUSINESS:
None.
PLANNING OFFICE ITEMS:
Preliminary feedback on a project off of Three Mile Drive. Sara Arrizoni from Montana
Mapping — property is located off of Meadow Lane, with access to the north. Quarter
Horse Estates are located to the north of this property. The property came in for
annexation and zoning of R-3. This 17'/z acres will be subdivided and have 41 lots. They
plan to improve Meadow Lane to a 24 foot width and have their other roads made to City
standards. Their intersections need to be at right angles. They will need fire hydrants
along the road, and loop the water. Once divided, they will need to meet with MDOT to
amend their approach. They will have a bike trail. They will need one or two lots for
parkland dedication. The Meadows Lane road is presently private, and they would need
to dedicate it to the City. The two present homes will be staying, and they meet the
setbacks and right-of-way requirements per Sara. There is a 35 mph design speed. The
roads should be straightened out. A traffic study will need to be done. They will propose
a lift station. There needs to be pedestrian access. Some of the lots may pose design
issues for individual property owners when the develop the lots (ie setbacks, etc).
Mountain Vista Estates Phase 4 — 19 lots, R-3, single family homes. All lots will be out
of the flood plain. There is a loop road to connect to the adjoining properties. This is a
stand alone subdivision. Between Lots 12 and 13, they need to put in a pedestrian trail.
The common area could be dedicated parkland, but would need to be improved with a
nature trail with specific species of trees, birds, etc. Public Works will require a
comprehensive lift station. They also need to straighten the end of their road.
Willow Creek — 200 foot setback to Ashley Creek. They have put in more single family
units instead of apartments, and have taken out about 140 units. They need to get a flood
plain permit to make the crossing permanent. The cul-de-sac will need to be extended up
to Hwy 2, keep out of the 50 foot setback and shift it to the east. They will have to do a
flood plain study before final plat.
Ashley Heights — 26 lots, annexation, right-of-way in the middle of the east side of the
project. The right-of-way along Sunnyside is only 40 feet wide so we will ask for an
additional ten feet on the south side with curb, gutter and sidewalk improvements. They
would need to bring the water up and loop it around to Bismark. Parks would prefer cash
in lieu. Bike path connection. They will need to come in for a variance regarding the
block size. They will also need to do a noise study.
Montana Sky Networks — Use Permit — building is on Conway. Next to their building
they have a small internet communications tower. They would like a 60 foot lattice -type
tower to reach a receptor on Whitefish Mountain (formerly called Big Mountain). They
should check with Alert.
OTHER REPORTS:
Terrace View Estates — Between 5th Avenue EN and 6th Avenue EN — three -lot
subdivision. No water main will be allowed until the water issues are resolved. They will
need to be aware of where their houses are positioned on the lot for fire access.
Lone Pine Trails — Right of way issue would need to go back to the Council. This
should have been a 60 foot road. The access to the east was not mentioned in the
preliminary plat conditions.
Eisinger's — Working with Parks regarding their north/south connector and bike trail.
Chad would like to see it connect with Wolford's project because there would be a bridge
already there along Highway 93. The bike trail would be along the east side. Mark voiced
some concerns.
