OLD BUSINESS:
Mountain Mudd — 2267 Hwy 93 S; new drive-thru espresso stand — no final plan yet.
245 Windward Way — conversion of existing congregate care facility to medical office
building (plus an addition) — updated site plan. They need to meet with Mark. CTA is getting
in the adjusted floor plans. Redesigned to fit within the setbacks. On Windward Way on the
west side they are eliminating two compact spaces. Striped out spaces at loading road. No
problems with this. Immediately to the southeast — original plan had parking spaces angled.
This works better for traffic flow. They want to go with 90' there. The angle forces traffic to
go one way. The southeast corner of the building is striped off and it looks good. The "Do
Not Enter" sign in the boulevard needs to be moved to their private property. There is a 30'
retention wall there. Once they grade it and cut it back, they will probably find they don't
need it. The boulevard varies from 3'/2' to 4'/2' and should be 5'. This needs to meet
standards and make it work. This will remain on the agenda pending resolution of the
drainage issues. Paul asked if we could go by the new parking standards to allow for the 1 to
300 ratio. This new policy is not yet in effect. Discussion was held.
NEW BUSINESS:
234 — 2nd Street West — addition to building and conversion to office — There is an old drive
way (curb cut) that comes up to the sidewalk. They plan to bump the building out to the
property line and have an awning there. This would give them enough space to add an
additional office. The main issue is that when you add the square footage, it increases the
need for parking. There is an option of payment in lieu for the parking in downtown. $8,200
proposed for a parking space. The money goes to a fund for parking downtown in the future.
This will be on the agenda next week so everyone can have a chance to view the site. The
parking money in lieu will need to be worked out with the City Council.
PLANNING OFFICE ITEMS:
Seventh Day Adventist Church — is moving ahead with acquiring shipping containers to be
used for storage on their property. Fire flow remains an issue. Although the Fire Dept would
prefer that the fire flow be met, given the non-combustible nature of the storage containers,
they would allow the placement of the storage containers under the following conditions: (1)
No shipping container may be closer than 20 feet to a building; (2) Shipping containers must
maintain a minimum distance of 10 feet from any property line; (3) Shipping containers must
be separated from each other by 10 feet; (4) The containers will not contain any sources of
ignition, including electricity, and: (5) Storage of flammable and combustible liquids shall be
in accordance with the International Fire Code. These conditions are a reasonable
compromise due to the lack of available fire flow for the Seventh Day Adventist organization
to increase the size of their operation. F. Ray will prepare a letter for Sean.
OTHER REPORTS:
Taco Bell — will probably waive preliminary plat on this. They would like to split off a chunk
of property, B-3 zoning. Someone is looking at putting in a hair salon. They would need
more trees put in, the sidewalk is presently broken, and their curb cuts would need to be ADA
compliant. They will need to indicate where the sewer service for this lot is. The parking
ratios for Taco Bell will need to be determined; parking ratios were discussed with them. In
addition to the curb cut and access, they will need to have a common easement to use as their
access. Cross easements and parking need to be shown on the plat. Sidewalk improvements
need to be completed.
523 — loth Street West — This is a corner lot, zoned R-4, subdivide and make two townhouse
lots. No sidewalk fronting that now. Alley is not paved, so they would need to pave their
frontage. They would need to have joint water/sewer service with associate easements. They
will need to put in curb, gutter, sidewalks, and boulevards.
West Brook Square — They have put in a fire wall between the two buildings and will
disconnect the mansard.
Appleway Apartments — We are going to hold their building permit pending completion of
the punch list from Public Works. They could bond for 60 days only. They are now fixing
many of these issues. Mark will contact PJ when Public Works is satisfied.
House Move — Thursday, September 13th, located at 1 lth Street and 5th Avenue West. The
move is scheduled for 9:00 a.m. They plan to go on I Ith Street to 8th 8th to 7th 7th to
Meridian, Meridian to Appleway, then out to Highway 2. Wayne Anderson is doing the
move. The house is being moved to Kila. Roger thinks they should go up Foys Lake Road.
This has not been submitted to the State yet. Once we sign off on this, he will submit it to the
State. Roger will let Craig know by Tuesday if this route will work of if they need to change
it.
Eagle Transit Passenger Shelter — A passenger shelter has been put up for bus patrons at
the Salvation Army. Eagle Transit is working on transportation from Kelly Road to the top of
Big Mountain. The busses will have ski racks on the sides of them. They will also be getting
the tour busses from Glacier National Park to use during the park's off season.
Willow Creek — they are resubmitting their application to go to the Planning Board in
October. They will have revised plans for us next week. This project is close to 500 units.
Glacier Town Center — Bucky Wolford's project — is coming in next week. They have been
meeting with different City departments this week.
